REQUEST FOR PROPOSAL TOWN OF GREENTOWN, INDIANA In order to assure compliance with the Indiana Office of Community and Rural Affairs (OCRA) and related requirements regarding competitive negotiation of grant administration services, the Town of Greentown is seeking Proposals for the provision of the services described below relating to a stormwater improvements project. The town was recently awarded a 2018 SIP Grant from the Indiana Office of Community and Rural Affairs. The project is to make necessary improvements to the town's stormwater system. Description of Services Needed Financial Management Services Environmental Review Procurement of Engineering and Construction Services Labor Standards Services Project Management Services Compliance with Civil Rights Requirements Services Grant Close-out Services Type of Contract The Town of Greentown will execute a firm, fixed-price type of contract for these services that is contingent on the final commitment of grant funding. All services will be delivered for the agreed upon price. Federal Requirements Prospective offerors should note the successful proposer must meet the following terms and conditions: 24 CFR Part 85.36. Title VI of the Civil Rights Act of 1964. Conflict of Interest (24 CFR Part 570). Access to records. Executive Order 11246 - Equal Employment Opportunity Executive Order 12138 - Women Business Enterprise Policy. Award of Contract Proposal Evaluation criteria shall include: Firm's history and resource capabilities to perform required services. 10 points Evaluation of assigned personnel. 10 Points Related Experience. 10 Points Financial Management and Cost Allocation experience and results. 10 Points Familiarity with local experience and results. 10 Points Ability to relate to project. 10 Points Analysis of narrative statement. 10 Points Reference check. 10 Points Price Comparison. 5 Points The contract will be awarded to the most reasonable, responsible, responsive offeror whose proposal is within the competitive range and determined to be the most advantageous to the Town of Greentown. The Town of Greentown reserves the right to reject any or all proposals. The offeror shall perform, as directed by the State, all of the necessary services required to assist and advise the Town of Greentown on implementing the above referenced IOCRA grant. All respondents will have to comply with all Federal Third-Party contract provisions. This project has a 10% MBE/WBE participation goal.
