PUBLIC NOTICE VERNON TOWNSHIP PURPOSED COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM NOTICE OF PUBLIC HEARING FFY-2013 ENTITLEMENT Vernon Township intends to submit an application for Community Development Block Grant Funds for Federal Fiscal Year 2013 to the DCED. These funds can be used for various purposes within the Township such as removal of architectural barriers, public improvements to arrest physical and environmental decline, rehabilitation of housing stock, energy conservation projects, economic development projects, etc. Vernon Township will hold a Public Hearing to obtain citizens views on the use of funds Wednesday, July 31, 2013 at 7:30 P.M. At the Vernon Township Building 16678 McMath Avenue, Meadville. The use of the funds is to carry out one of the three national objectives; including benefits to low to moderate income families, removal of slums and blight, and meet the needs of an emergency situation which is a threat to the health, safety and welfare of the residents. Interested organization and individuals will be given the opportunity to offer suggestions for development of the Townships application, the Three-Year Community Development Plan and comment on the past uses of CDBG Funds. Any activity, which could result in the displacement, will be addressed at the public hearing and displacement will be minimized. The applicant must replace any low to moderate income housing units that will be demolished or converted. The types and levels of assistance will be explained at this hearing. Vernon Township intends to file the application by September 15, 2013. Prior to submitting the application, a second hearing will be held to explain and provide details on the proposed use of the funds and a summary of the contents will be posted.
