PUBLIC NOTICE Notice is hereby given that on Wednesday, July 17, 2013 at 6:00 P.M. at a Regular meeting, a bill proposing the adoption of the following proposed ordinance (in summarized form) was introduced to and considered by City Council of the City of Meadville on first and second reading. Notice is further given that the City Council of the City of Meadville intends to consider this proposed ordinance to adopt amendments to portions of the traffic code for the City of Meadville on third and final reading at its Regular meeting scheduled for Wednesday, August 7, 2013 at 4:00 P.M., Meadville City Building, 894 Diamond Park, Meadville, Pennsylvania. The proposed ordinance may be finally adopted at that time. SUMMARY BILL NO. 5 OF 2013 LEGAL NOTICE An Ordinance of the City of Meadville, Crawford County, Pennsylvania, To Amend Portions of Articles 503, 505, 521, and 530 of the Traffic Code of The Meadville Municipal Code of the City Of Meadville to, Among Other Things, Designate Certain Intersections Where Traffic Is To Be Controlled By Stop Signs- Article 503; Amend Parking Prohibited At All Times In Street Locations-Article 505; Amend Parking Times Limited In Specific Locations During Certain Days And Hours- Article 505; Amend On-street Parking Regulations Parking Meter Bags, Special Occasion Parking Permits- Article 521; And Amend Bridge and Street Weight Limits-Article 530. A summary of the Ordinance and the amendments to the Traffic Code of the City of Meadville thereby adopted follows: Section 503.05, One-Way Street Regulations is amended as follows: To delete the following streets, or portions thereof, from the list of established one way streets: W. Center Street between Water Street and West Diamond; deleting Orchard Place; and deleting Mulberry Street between W. Center Street and Chestnut Street. To add the following streets, or portions thereof, to the list of one-way streets: W. Center Street between Water Street and Park Avenue, West; Market Street between Poplar Street and Willow Street, South; Mulberry Street between North Street and Steers Street, South; Mulberry Street between Cherry Street and Chestnut Street, South; W. Cherry Street between Market Street and Mulberry Street, West; N. Cottage Street between W. Center Street and Walnut Street; North; and Orchard Place between Chestnut Street and East Street, North then West. Section 503.08, Stop Intersection Regulations is amended by deleting the intersection of N. Cottage Street at West Center Street, and by adding the following street intersections as intersections where traffic is to be controlled by official stop signs, to Schedule E of Section 503.08: South Street intersecting with Mulberry Street, East and West; Mulberry Street intersecting with South Street, North and South; Pine Street intersecting with Market Street, East and West; Center Street intersecting with West Diamond, East; and W. Cherry Street intersecting with N. Cottage Street, East. Section 505.04, Restricted Parking Regulations, Schedule G, is amended to delete North Cottage Street, East and West Side between Chestnut Street and Park Place; The current 5 separate references to North Street between Water and State Streets, and to include the following areas to the Parking Prohibited at all Times, to Schedule G of Section 505.04: N. Cottage Street, East and West Side between Chestnut Street and a point 105 feet north of Cherry Street; N. Cottage Street, East and West Side between W. Center Street and Park Place; Boileau Place, North Side, between Terrace Street and Dead End; North Street, North and South Side, between Water Street and State Street. Section 505.07, Restricted Parking Regulations, Schedule H-1, is amended to delete North Street, South side between Mulberry Street and Market Street; and N. Main Street, West side between Walnut Street and North Street; and to include the following areas to the Parking Time Limited in Specific Locations During Certain Days and Hours: Park Avenue, East Side, between North and Randolph Sts. All days, 24 hours, 2 hour time limit. Repeal Section 521.02 and 521.02 B of Street Meter Zones Designated not including Section 521.02. Renumber 521.02A to 521.02. Section 521.15, On Street Parking Regulations Parking Meter Bags is amended to delete the following language: Parking meter bags for auctioneers and all contractors with the exception of contractors involved with a job which was contracted by the City itself shall pay a nonrefundable fee of $5.00 per day per bag, and a refundable deposit of $5.00 per day per bag. Any such parking meter bags that require a fee shall be white in color and handled by the planning and development department. All deposits will be refunded when bags are returned within 10 days from the last day of use of the bag. Failure to return the bags will cause any deposit moneys to be forfeited; And add the following language: Parking meter bags for auctioneers and all contractors with the exception of contractors involved with a job which was contracted by the City itself shall pay a nonrefundable fee of $10.00 per day per bag. Any such parking meter bags that require a fee shall be issued by the Zoning Administrator. Amend MMC Article 521 On-Street Parking to add Section 521.16 Special Occasion Parking Permits as follows: Special Occasion Parking Permits for special events, with advance notice given, will be issued on a per diem basis-non-refundable $5.00 fee per permit (minimum of 5). Section 530.01: Bridge and Street Weight Limits, Schedule N, is amended to read as follows: Chestnut Street over Mill Run, new weight limit 31 tons, except comb. 40T; Clinton Court over Mill run, new weight limit 5 tons, except comb. 17T. An additional Schedule N-1 is added to establish street weight limits, as follows: Pine Alley from South Main Street to end of street, weight limit 4 tons; Pine Alley from South Main Street to Water Street, weight limit 2 tons; Waelde Court from Randolph Street to dead end, weight limit 4 tons.
