PUBLIC NOTICE Notice is hereby given that the Board of Supervisors of Spring Township, Crawford County, Pennsylvania, intend to consider and enact an ordinance, of which this is a summary, to authorize and regulate use of Sewage Holding Tanks, at its regular meeting to be held at 3:30 P.M. on Monday, August 12, 2013 at the Spring Township building located at 23578 N. Center Road, Spring Township. The title of the ordinance is: AN ORDINANCE TO REPEAL ORDINANCE # 1990-2, AND TO ADOPT A NEW ORDINANCE CONSISTENT WITH CURRENT REGULATORY REQUIREMENTS TO ALLOW LIMITED USE OF HOLDING TANKS FOR SEWAGE DISPOSAL AND TO REGULATE THEIR USE, AND TO PROVIDE REMEDIES AND PENALTIES FOR VIOLATIONS. A summary follows: Section 1 - Title is Spring Township Holding Tank Ordinance. Section 2 - Sets forth definitions. Section 3 - Permits use of holding tanks meeting DEP requirements for certain limited uses for collection and disposal of sewage in accord with the applicable regulation of the Ordinance and DEP - residential use is not permitted. Section 4 - Requires Township permit. Sections 5 & 6 - Set forth permit application requirements and standards for issuance of the permit. Section 7 - Prohibits use of holding tanks except in accord with the regulations. Sections 8 - Sets forth regulations for use and maintenance of the holding tanks. Section 9 - Requires fees, set by Township, for application and annual inspection. Section 10 - Makes landowner responsible for compliance with regulations. Section 11 - Identifies Sewage Enforcement Officer responsibility. Section 12 - Establishes Township's record keeping responsibility. Section 13 - Establishes criminal penalty of up to $300 per day for each day a violation exists and other remedies like permit revocation. Section 14 - Allows appeals of certain administrative and enforcement actions. Section 15 - Repeals inconsistent ordinances. Section 16 - Severs sections found invalid, Section 17 - Makes Ordinance effective 5 days after enactment. The full text of the ordinance is available for inspection at the Spring Township building during normal business hours - Monday, Wednesday and Friday mornings, and at the office of the newspaper in which this notice is published.
