PUBLIC NOTICE ADVERTISEMENT FOR BID CITY OF MEADVILLE MARKET STREET PARKING DECK NORTHEAST STAIR TOWER – STAIR RECONSTRUCTION Sealed bids will be received until 2:00 p.m. prevailing time on Wednesday, December 11, 2013, by the City of Meadville at their office located at 894 Diamond Park, Meadville, PA 16335, at which time the bids will be publicly opened and read aloud. Bids are being received for the following contract: Contract No. 12021-2013-02 City of Meadville – Market Street Parking Deck – Northeast Stair Tower – Stair Reconstruction: The contract covers construction of four flights of poured-in-place reinforced concrete stairs with landings located within the existing stair tower, the construction of a concrete masonry unit wall on the ground level beneath the stairs leading to the second floor, and the re-installation of the existing steel railing system that was removed under separate contract; including welding, mounting, cleaning and preparing, priming, and painting of the entire railing system. The contract also covers furnishing of all labor, tools, and equipment necessary to provide a complete and finished project in the City of Meadville, Crawford County. Copies of the Contract Documents may be obtained from Porter Consulting Engineers, P.C. 552 State Street, Meadville, PA 16335; Telephone (814) 337-4447 upon payment of a non-refundable cost of fifty dollars ($50.00) Any special delivery requests (Overnight or Express deliveries, etc.) for the documents will be subject to additional charges. Copies of the Contract Documents will be available for inspection and review at the office of Porter Consulting Engineers, P.C. during normal business hours. Addenda to the Contract Documents, if any, will only be issued to those entities whose name and mailing address are on record at the office of Porter Consulting Engineers, P.C. as having obtained the Contract Documents. A certified check or bank draft payable to the City of Meadville or a Bid Bond executed by the Bidder and an acceptable surety company in an amount equal to ten percent (10%) of the total bid, shall be submitted with each bid. No bid or bid security may be withdrawn for a period of thirty (30) calendar days after the date of bid opening. In the event that the bidder to whom the Notice of Intent to award has been issued fails to begin work on the date stipulated in the Notice to Proceed, the bid security shall then be forfeited and become property of the City of Meadville. Pursuant to the terms and conditions of the Contract Documents, the successful Bidder/Contractor shall furnish performance and payment bonds, each in the amount equal to one hundred percent (100%) of the total Contract Price, and the successful Bidder/Contractor shall furnish certificates of insurance to demonstrate compliance with the minimum coverages as set forth in the Contract Documents. Attention is called to the fact that not less than the minimum salaries and wages as established by the Pennsylvania Department of Labor and Industry, must be paid on all projects with a construction cost in excess of $25,000, and the Contractor must insure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin. Attention is called to the fact that work performed under this Contract is subject to the requirements or executive order 11246 as amended, regarding equal opportunities and as described within the Contract Documents. All Bidders are herein notified that Minority Business Enterprises (MBE’s) and Women Business Enterprises (WBE’s) will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, sex, or national origin in consideration for award of the Contract. Bids may be held by the City of Meadville for a period not to exceed thirty (30) days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. A pre-bid conference will be held at the project site located adjacent to the Pennsylvania Department of Environmental Protection (Pa. DEP) building at 230 Chestnut Street at 2:00 p.m. prevailing time on Friday, November 22, 2013. It is strongly recommended that all prospective bidders attend this conference. Immediately following the pre-bid meeting at the site, all prospective bidders may inspect the steel railing system located at the City of Meadville Streets and Parks Department located at 1340 South Cottage Street, Meadville, PA 16335.
