PUBLIC NOTICE INVITATION TO BID The Titusville Housing Authority will receive separate sealed bids for the alterations to the townhouse unit at 218 Schwartz Lane in Titusville, PA. Work includes converting a 2-story townhouse into 2 single level flats. Bids will be received until 2:00 p.m. prevailing time, on Tuesday, January 21, 2014, at the Titusville Housing Authority, Central Towers, 217 East Central Avenue, Suite 107, Titusville, PA 16354-1861, at which place all bids will be publicly opened later that afternoon. Forms of Contract documents, including drawings and specifications are on file at the office of the Titusville Housing Authority and the architects office, Adam J. Trott Architect, 1001 State Street, Suite 205, Erie, Pennsylvania, 16501, phone (814) 456-8667. Copies of the documents may be obtained from the architect during the hours of 8:30 a.m. to 5:30 p.m., for a refundable deposit of $50.00 per set. The deposit will be refunded upon return of the documents in good condition within ten (10) days after the bid opening only to those who have submitted a bona fide bid. Bid security in the minimum amount of ten percent (10%) of the bid shall be submitted with each bid. The successful bidder will be required to furnish Performance Bond, Payment Bond, and Maintenance Bond. The Titusville Housing Authority reserves the right to reject any or all bids and to waive informalities in bidding. No bid shall be withdrawn for a period of sixty (60) days subsequent to the opening without the consent of the Titusville Housing Authority. Attention is called to the fact that the Contractor must ensure that applicants for employment are not discriminated against because of their race, color, religion, sex, national origin, or handicap status; and that the Resident Employment and Training Requirements of Executive Order #11246 and Section 3 Clause of the Housing and Urban Development Act of 1968, as set forth in Title 24, Part 135, be observed. Attention is also called to the Provisions for Payment of not less than the Davis-Bacon minimum wages as set forth in the bid documents.
