PUBLIC NOTICE INVITATION FOR BIDS Sealed Bids will be received by the Crawford County Planning Commission, at 903 Diamond Park, 3rd Floor Courthouse, Meadville, PA 16335 on or before Tuesday, March 18, 2014 at 9:00 A.M. prevailing time on behalf of the Greenwood Township. The bids will be publicly opened and read aloud on the same day in the Commissioner's Meeting Room of the Crawford County Courthouse at 9:10 A.M. for the following Contract Work Project: 2014-WN1 DESCRIPTION OF WORK The proposed project includes the replacement of an existing one-span steel I-beam bridge located in Greenwood Township on Mattocks Road over an unnamed tributary of Sandy Creek. The proposed superstructure is a single-span adjacent box beam superstructure with a c/c bearing of 37'-6" and a curb-to-curb width of approximately 20'-2". The proposed substructure will be a Geosynthetic Reinforced Soil Integrated Bridge System. Copies of the Contract Documents may be obtained by depositing one hundred dollars ($100.00) with Quality Engineering Solutions at 405 Water Street, Conneaut Lake, PA 16316, (814) 382-0373 for each set. DEPOSITS ARE NON-REFUNDABLE There will not be a Pre-Bid Meeting scheduled for this project. A certified check or bank draft payable to the order of Greenwood Township, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 3% goal for female participation and a 5% goal for minority participation in his aggregate on-site construction work force for contracts in excess of $10,000. Section 3 requires that the CONTRACTOR must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. In accordance with Executive Orders 11625, 12138, and the Crawford County MBE plan, the CONTRACTOR must utilize, to the greatest extent feasible, minority and/or women owned business concerns. Bidders are hereby notified that MBE/WBE firms will be afforded full opportunity to bid without discrimination. Pennsylvania State Prevailing Wages apply to projects over $25,000. Bids may be held by Greenwood Township for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.
