PUBLIC NOTICE INVITATION FOR BIDS Sealed Bids will be received by the Linesville Borough Office, at 103 West Erie Street, Linesville, PA 16424, on or before March 12, 2013, during the Borough’s regular office business hours of 8:00AM to 4:00 PM, Monday through Friday, or by 7:00 PM March 12, 2013 prevailing time on behalf of the Linesville Borough/Linesville Borough Municipal Authority. The bids will be publicly opened and read aloud at that place and time for the following Contract Work Project: WALLACE AVENUE/ CONNEAUT STREET WATERLINE REPLACEMENT PROJECT. Replacement of approximately 1420 LF of 6” PVC waterline, approximately 1400 LF of sidewalk replacement plus appurtenances. Copies of the Contract Documents may be obtained by depositing Fifty ($50.00) with the Engineer, Robert L. Rabell Surveying & Engineering at10560 Walnut Street, Albion, PA 16401, (814) 756-4384 for each set. DEPOSITS ARE NON-REFUNDABLE The Work which the CONTRACTOR is required to perform under this Contract shall be commenced at the time stipulated by the OWNER in the Notice to Proceed to the CONTRACTOR, and shall be fully/ finally completed within 90 consecutive calendar days of said Notice to Proceed. A certified check or bank draft payable to the order of Linesville Borough/Linesville Borough Municipal Authority, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 3% goal for female participation and a 5% goal for minority participation in his aggregate on-site construction work force for contracts in excess of $10,000. Section 3 requires that the CONTRACTOR must utilize, to the greatest extent feasible, local area businesses, trainees, employees, and low-moderate income persons within the general trade area. In accordance with Executive Orders 11625, 12138, and the Crawford County MBE plan, the CONTRACTOR must utilize, to the greatest extent feasible, minority and/or women owned business concerns. Bidders are hereby notified that MBE/WBE firms will be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project. Bids may be held by the Linesville Borough/ Linesville Borough Municipal Authority for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Linesville Borough/Linesville Borough Municipal Authority reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. 02/04,08/13
