PUBLIC NOTICE ADVERTISEMENT FOR BID VERNON TOWNSHIP MOSS ROAD RESURFACING Sealed bids will be received by Vernon Township at their office located at 16678 McMath Avenue, Meadville, PA 16335, until 3:00 p.m. prevailing time on Tuesday, July 1, 2014. The bids will be publicly opened and read aloud at the office of Vernon Township at 8:00 p.m. prevailing time on Tuesday, July 1, 2014. Bids are being received for the following contract: Contract No. 12045-2014-01 Vernon Township – Moss Road Resurfacing: Contract covers milling the existing asphalt to a depth of 2-inches including removal of the millings, the placement of 2-inches of Pa. DOT Superpave 19.0mm Binder Course and 1 1/2-inches of Pa. DOT Superpave 9.5mm Wearing Course including 2-feet wide by 1 1/2-inches thick shoulder backup using 2A gravel and MC-70 Prime Coat, and joint and centerline sealing on Moss Road from U.S. Route 6 & 322 (Conneaut Lake Road) to dead end. Copies of the Contract Documents may be obtained from Porter Consulting Engineers, P.C. 552 State Street, Meadville, PA 16335; Telephone (814) 337-4447 upon payment of a non-refundable cost of fifty dollars ($50.00), including tax, if applicable. Any special delivery requests (Overnight or Express deliveries, etc.) for the documents will be subject to additional charges. Copies of the Contract Documents will be available for inspection and review at the office of Porter Consulting Engineers, P.C. during normal business hours. Addenda to the Contract Documents, if any, will only be issued to those entities whose name and mailing address are on record at the office of Porter Consulting Engineers, P.C. as having obtained the Contract Documents. A certified check or bank draft payable to Vernon Township or a Bid Bond executed by the Bidder and an acceptable surety company in an amount equal to ten percent (10%) of the total bid, shall be submitted with each bid. No bid or bid security may be withdrawn for a period of sixty (60) calendar days after the date of bid opening. In the event that the bidder to whom the Notice of Intent to award has been issued fails to begin work on the date stipulated in the Notice to Proceed, the bid security shall then be forfeited and become property of Vernon Township. Pursuant to the terms and conditions of the Contract Documents, the successful Bidder/Contractor shall furnish performance and payment bonds, each in the amount equal to one hundred percent (100%) of the total Contract Price, and the successful Bidder/Contractor shall furnish certificates of insurance to demonstrate compliance with the minimum coverages as set forth in the Contract Documents. Attention is called to the fact that not less than the minimum salaries and wages as established by the US Department of Labor (Davis Bacon) must be paid on all projects, and the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin. Attention is called to the fact that work performed under this Contract is subject to the requirements or executive order 11246 as amended, regarding equal opportunities and as described within the Contract Documents. All Bidders are herein notified that Minority Business Enterprises (MBE’s) and Women Business Enterprises (WBE’s) will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, sex, or national origin in consideration for award of the Contract. Bids may be held by Vernon Township for a period not to exceed sixty (60) days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Vernon Township reserves the right to reject any or all bids or waive any formalities in the bidding.
