PUBLIC NOTICE NOTICE OF INTENT TO ISSUE A PLAN APPROVAL AND AMEND A TITLE V OPERATING PERMIT Notice is hereby given in accordance with 25 Pa. Code §§ 127.44(b) and 127.424(b) that the Department of Environmental Protection (DEP) intends to issue a plan approval to Advanced Cast Products, Inc. for the construction and operation of a PM emission source at their existing facility located in Vernon Township, Crawford County. The facility currently has a Title V permit No. TV-20-00040. This plan approval will, in accordance with 25 Pa. Code §127.450, be incorporated into the Title V operating permit through an administrative amendment at a later date. This plan approval (20-040J) concerns the construction and operation of a silo used to store pre-mix material which is consumed in the casting mold making process. PM emissions will be emitted as a result of this project however they will be controlled by a Torit cartridge dust collector. This source, after the emission control device, has the potential to emit 0.08 tpy of filterable particulate matter. This Plan Approval will contain the following conditions, which will satisfy the requirements of 25 Pa. Code §127.12b (pertaining to plan approval terms and conditions) and will demonstrate Best Available Technology for the source: WORK PRACTICE 1) The owner/ operator shall operate the source and its' air cleaning device in accordance with manufacturers' specifications and with good air pollution control practice. 2) The owner/ operator shall retain on site a number of spare cartridge filters equal to 20% of the cartridge filters in use or a number of spare cartridge filters as recommended by the manufacturer, whichever is greater. 3) A copy of both the dust collector and the cartridge filter manufacturer’s operational and maintenance guide/literature shall be kept onsite at the control device at all times. 4) The permittee shall adhere to the approved baghouse pressure Indicator Range. Within 24-hours of an excursion discovery, the permittee shall perform a maintenance inspection on the control device and take corrective action. MONITORING 1) The owner/ operator shall install, maintain, calibrate as recommended by the manufacturer, and operate a magnehelic pressure gauge (or equivalent) at a conveniently readable location to measure the pressure drop across the collector. 2) The owner/ operator shall perform a monthly preventative maintenance (PM) inspection of the cartridge filter dust collector. RECORD KEEPING 1) An inventory of spare cartridge filters shall be kept onsite and shall be updated quarterly at a minimum. 2) The owner/ operator shall maintain a preventative maintenance log. 3) The owner/ operator shall record pressure drop readings across the cartridge filter, as measured in inches of water. This shall occur at a minimum of once per week. The record shall be recorded in a log. 4) The owner/ operator shall maintain a record of material throughput. EMISSION RESTRICTION 1) Emission of particulate matter from the source into the atmosphere shall not exceed 0.005 grains per dry standard cubic foot (filterable). ADDITIONAL 1) The issuance of this plan approval does not alleviate the owner/operator from any applicable conditions or requirements found in the current operating permit. 2) Issuance of an Operating Permit or incorporation of a plan approval into a current Operating Permit is contingent upon satisfactory compliance with the plan approval conditions, upon the source and control device being installed and operated as stated within the application, and upon satisfactory demonstration that the emissions from the source will not be in violation of applicable Rules and Regulations of the Department. A public hearing may be held, if the Department of Environmental Protection, in its discretion, decides that such a hearing is warranted based on the comments received. All persons submitting comments or requesting a hearing will be notified of the decision to hold a hearing by publication in the newspaper or the Pennsylvania Bulletin or by telephone, where DEP determines such notification is sufficient. The Department will consider any written comments received within 30 days of the publication of this notice. Each written comment must contain the following: • Name, address and telephone number of the person submitting the comments • Identification of the proposed permit [Plan Approval No. 20-040J] • A concise statement regarding the relevancy of the information or objections to the issuance of the permit Copies of the application, DEP’s analysis and other documents used in the evaluation of the application are available for public review during normal business hours at Northwest Regional Office, 230 Chestnut St., Meadville, PA 16335.
