NOTICE OF PUBLIC HEARING VILLAGE OF TILTON, VERMILION COUNTY, ILLINOIS PROPOSED APPROVAL OF REDEVELOPMENT PLAN AND REDEVELOPMENT PROJECTS, ESTABLISHMENT OF REDEVELOPMENT PROJECT AREA AND ADOPTION OF TAX INCREMENT ALLOCATION FINANCING THEREFOR NOTICE IS HEREBY GIVEN that the President and Board of Trustees (the "Corporate Authorities") of the Village of Tilton, Vermilion County, Illinois (the "Municipality") will hold a public hearing for the purpose of hearing all protests and objections in connection with the proposed approval of a redevelopment plan entitled "Redevelopment Plan and Project" (the "Redevelopment Plan"), establishment of an redevelopment project area to be known as the "Tilton TIF II Redevelopment Project Area" (a/k/a "Redevelopment Project Area No. 2", the "Redevelopment Project Area") and the proposed adoption of tax increment allocation financing therefor under and pursuant to the Tax Increment Allocation Redevelopment Act (65 ILCS 5/11-74.4.1 et seq.), as supplemented and amended (the "Act"), including notice as follows: 1. The Corporate Authorities of the Municipality will hold the public hearing at 6:00 p.m. on Thursday, November 20, 2014, at the Village Hall, 1001 Tilton Road, Tilton, Illinois 61833. Such public hearing may be adjourned by the Corporate Authorities of the Municipality to another time and date without further notice other than a motion to be entered upon the minutes of the Corporate Authorities of the Municipality fixing the time, date and place of such adjourned public hearing. 2. The boundaries of the proposed Redevelopment Project Area by legal description are attached to and immediately follow this Notice of Public Hearing. The proposed Redevelopment Project Area consists of approximately 275 parcels, the boundaries of which, by street location where possible, are as follows: The Redevelopment Project Area (the "Area") encompasses parcels adjacent to I-74, 5th St, and the railroad parcel along 8th St. A large undeveloped parcel makes up northeast portion of the Area, which then continues south to include some industrial properties north of I-74. The eastern side the Area follows railroad right-of-way south and includes parcels adjacent to Linden St. The center of the Area consists of parcels adjacent to "G" St south to 5th St, where parcels between "L" St and "E" St are included. West of "L" St several large parcels are included and south of 5th St the Area extends to a group of properties adjacent to 8th St. Continuing north east the Area follows 8th St and includes a group of properties reaching to 14th St. 3. The Corporate Authorities of the Municipality will give all interested persons an opportunity to be heard at the public hearing. In addition, any interested person or any affected taxing district may file written comments with the Municipality at or before the public hearing regarding any issues embodied in the subject matter of this Notice of Public Hearing by directing such comments to the attention of the Village Clerk, Village Hall, 1001 Tilton Road, Tilton, Illinois 61833 (Telephone: 217/477-0800; Fax: 217/477-0806; E-mail: cweddle@tilton.com). 4. The proposed Redevelopment Plan, which includes in reasonable detail the basis for the eligibility of the Redevelopment Project Area under the Act and a description of the proposed redevelopment projects, is on file with and available for public inspection at the office of the Village Clerk of the Municipality located in the Village Hall, 1001 Tilton Road, Tilton, Illinois. In general, such Redevelopment Plan sets forth the program of the Municipality to: (i) undertake studies, surveys, development of plans and specifications, including staff and professional service costs for architectural, engineering, legal, environmental, marketing or other services; (ii) undertake property assembly, including acquisition of land and other property, real or personal; demolition of structures, site preparation and the clearing and grading of land; (iii) undertake rehabilitation, reconstruction, repair or remodeling of existing public or private buildings, fixtures or leasehold improvements; (iv) undertake the construction of public works or improvements (construction or reconstruction of rights-of-way, additional safety barriers, streets, roadways, curbs and gutters, street lighting, sidewalks, bicycle pathways and public utilities, including storm and sanitary sewers, and lift stations); (v) undertake financing, including any related to the issuance of obligations; interest costs incurred by a redeveloper related to the construction, renovation or rehabilitation of a Redevelopment Project; and (vi) provide relocation to the extent that the Municipality determines that these costs shall be paid or are required by federal or state law. Such Redevelopment Plan also includes, but is not limited to: (i) an itemized list of estimated redevelopment project costs; (ii) evidence indicating that the proposed Redevelopment Project Area on the whole has not been subject to growth and development through investment by private enterprise; (iii) an assessment of any financial impact of the proposed Redevelopment Project Area on or any increased demand for services from any taxing district affected by the Redevelopment Plan and any redevelopment program to address such financial impact or increased demand; (iv) the sources of funds to pay such redevelopment project costs; (v) the nature and term of obligations to be issued by the Municipality, if any, to pay such redevelopment project costs; (vi) the most recent equalized assessed valuation of the proposed Redevelopment Project Area; (vii) an estimate of the equalized assessed valuation of the proposed Redevelopment Project Area after completion of the proposed Redevelopment Projects; (viii) the estimated date of completion of the proposed Redevelopment Projects; (ix) a description of the proposed general land uses to apply in the proposed Redevelopment Project Area; (x) a commitment by the Municipality to fair employment practices and an affirmative action plan regarding any proposed redevelopment program to be undertaken by the Municipality; and (xi) if property is to be annexed to the Municipality, the terms of the annexation agreement, if any. The types of redevelopment project costs incidental to the proposed Redevelopment Plan as authorized by the Act include, but are not limited to, studies, surveys, marketing costs, professional fees, administrative costs, infrastructure, land & real estate acquisition & assembly, & related disposition, public and private repair, remodeling and rehabilitation costs, taxing district capital costs & improvements, elementary and secondary school districts increased costs attributable to assisted housing units, interest costs, private interest subsidies, and public improvements & facilities. To achieve this objective, the Redevelopment Plan proposes to provide assistance for commercial development, and related & appurtenant development. 5. The Municipality hereby requests proposals from any developer or redeveloper in connection with the Redevelopment Project Area. 6.
