REGULAR CINCINNATI CITY COUNCIL MEETING AT CINCINNATI COMMUNITY BUILDING TUESDAY, October 14, 2014 AT 7 P.M. Mayor Rebecca Clark called the meeting to order at 7:05 p.m. Council members Wireman, Shady, Long, Fowler and Clinkenbeard responded to roll call. Communications: Mayor reminded all that meeting times move to 6PM next month (November through March); City Hall will be closed Tuesday, November 4th for election day facilities; and that she has appointed Rick Long as Mayor Pro Tem. Approve agenda: Wireman made motion to approve the agenda; Shady seconded: vote: all ayes. Motion carried. Approve consent agenda: Shady made motion to approve the minutes of 9-08 and 10-11-14; VFD minutes of 9-16-14 meeting; per meeting with Absolute Business Solutions approval of expenditures and financial reports tabled to November meeting when full and complete reports will be submitted; Wireman seconded; Vote: all ayes. Motion carried. Item 6: After discussion by council regarding bid from Electric Pump, Wireman made motion to approve pump purchases from USA Blue Book cost quote approximately $16,000; Shady seconded; vote: all ayes. Motion carried. Item 7: Council heard complaints of dogs running loose, a specific dog complaint against a resident where the dog on confirmed occasions has been loose and gave chase against other city residents/neighbors. In one report the dog scratched a neighbors leg, and the other report the dog had bitten at the pant leg of a bike rider. The dogs owner presented his case and Council informed the owner that he will need to immediately restrain his dog from getting loose and should consider getting an outside covered kennel for the dog. If the dog does not remain restrained, the city will be forced to require removal of the dog from within city limits. Council discussed re-visiting the issue to consider changes to the animal ordinance. Wireman made motion that the clerk send letters to residents placing them on notice regarding the current ordinance that will be enforced; Fowler seconded; vote: all ayes. Motion carried. Item 8: Council feels city residents are okay with their personal doctors if theyre interested in obtaining the flu shot. Council appreciates the county for their offer, however, council declines at this time to hold the clinic. Item 9: Hepatitis B shots are $55 each and each member requires a 3 shot series. Tetanus vaccines include the Pertussis vaccine at $62 per shot per VFD member. Wireman made motion to table the decision to next months meeting; Shady seconded; vote: all ayes. Motion carried. Item 10: Shady made motion to approve $85 fee to the DNR for due date extension request of the Wastewater Facility Plan on the required upgrades; Fowler seconded; vote: all ayes. Motion carried. At 7:53pm Shady made motion that council take a short restroom break; Wireman seconded; vote: all ayes. Motion carried. At 7:58 Mayor Clark called the meeting back in session. Item 11: Shady made motion to approve request to purchase 55 gallon oil drum and oil for shop supply for all city/VFD vehicle maintenance; Fowler seconded; vote: all ayes. Motion carried. Item 12: Mayor Clark spoke of submitting an application for the Trees Forever grant. Wireman made motion to table this item; Shady seconded; vote: all ayes. Motion carried. Item 13: Shady made motion to approve the submission of grant application by VFD to USFS (United States Forestry Service) via the DNR; Wireman seconded; vote: all ayes. Motion carried. Item 14: Shady made motion to approve Ryan Moore as contracted Cemetery Recorder/Locator at $70 per month and table to later adding deadline dates regarding survey data entry to the contract; Long seconded; vote: all ayes. Motion carried. Item 15: Clerk informed council the premium for workmans comp after the annual 2014 FY payroll audit increased by $718. Item 16: Clerk informed council the insurance claim was approved less the $500 deductible on lagoon sensor damage. Wireman made a motion to approve payment for sensor damage repair/replacement; Fowler seconded; vote: all ayes. Motion carried. Item 17: Fowler made a motion to approve VFD Firemans Day as Saturday, October 25th; Wireman seconded; vote: all ayes. Motion carried. Item 18: Wireman motioned to approve Friday, October 31st between the hours of 6PM 8PM as Trick or Treat Night; Shady seconded; vote: all ayes. Motion carried. VFD will be driving around town that night with the trucks and lights making it safer for children walking around town. The VFD plans on giving out treats at the fire station. Item 19: Shady motioned to table for further research the Municipal Derivatives Settlement; Wireman seconded; vote: 4 ayes, Fowler said no. Motion carried. Item 20: Wireman motioned to table decision on CPA hiring for annual sewer exam; Fowler seconded; vote: all ayes. Motion carried. Item 21: Council requested additional information regarding city employees request to be provided medical/dental insurance coverage. Dept. Reports: VFD: No calls last month, all members CPR trained at no cost to the dept., truck was repaired as a donation; Firemans Day Event to be held Oct. 25th, received $1,200 in recent donations toward the fire truck fundraiser. Park/Community: Park was tilled to complete wasp removal. Cemetery: none. Water-Sewer: Working on replacing lift station pumps. Roads: Culverts arrived; anticipate necessary repairs to LaSalle St within the next week, then begin Vine St. repairs. Contacting RRWA to confirm if they or the city is to make final repair/adjustments to the pipe over near N. Liberty St. Item 23: Its only required Robbie not be in City Hall office area during election day Nov. 4th, he can work in the shop areas and around town. Item 24: Wireman made motion to approve clerk send letters on residences identified to have trash/debris in their yard or on porches in violation of city ordinances; Fowler seconded; vote: all ayes. Motion carried. Item 25: Shady made a motion to leave Depot Road as it is for now and not vacate; Wireman seconded; vote: all ayes. Motion carried. Item 26: Discussed the mobile home ordinance covers and includes no campers/trailers within the city limits be used as living quarters. Item 27: Wireman made a motion to table until March for setting Volunteer Days; Fowler seconded; vote: all ayes. Motion carried. Public Comments: A. McClure, J. DePaula.
