November 3, 2014 Appanoose County Board of Supervisors met in regular session November 3, 2014 at 9:00 A.M. in the Boardroom of the Courthouse. Present: Dean Kaster, Chairman and Neal Smith and Jody McDanel, Boardmembers. Absent: None. McDanel moved to approve the agenda as presented. Seconded by Smith. All ayes. Smith moved to approve the minutes from the October 20, 2014 meeting. Seconded by McDanel. All voted aye. Smith moved to set the public hearing for purchase of excavator for November 17, 2014 at 9:15 A.M. Seconded by McDanel. All voted aye. Smith moved to approve liquor licenses for Dogg's RV and Larry's Silver Spur, Inc. Seconded by McDanel. All voted aye. Jerry McIntyre discussed road and driveway issues with the board and County Engineer. Smith moved to accept appointment from County Attorney of Jim Underwood to the Compensation Board. Seconded by McDanel. All ayes. McDanel moved to verify receipt of MMP update for Parks finishing C6, LLC and Parks finishing C10,LLC. Seconded by Smith. All ayes. Smith moved to set auction date for silent auction for unused county property for November 17, 2014 from l0 A.M. - Noon. Seconded by McDanel. All ayes. McDanel moved to approve hiring Brandyn Lilienthal as full time jailer effective 10-27-14 at $15.62 per hour. Seconded by Smith. All voted aye. Smith moved to approve salary changes for Alyssa Cowan to $19.57 per hour and for Robert Earhart to $16.62 per hour. Seconded by McDanel. All voted aye. RESOLUTION Add Doe Circle Road to County Road System WHEREAS, the Board of Supervisors is empowered under authority of Iowa Code Section 306.4 of the 2011 Code of Iowa to exercise control and jurisdiction of the County Road System, WHEREAS, Doe Circle has been treated as a County road in the past. NOW, THEREFORE, BE IT RESOLVED, by the Appanoose County Board of Supervisors that Doe Circle from Antler Trail through the Cul-De-Sac in the Lakeshore Heights Subdivision be included in the Appanoose County Road system effective at the passing of this resolution. RESOLUTION WHEREAS, by tax sale deed on December 3, 1970, recorded in the Appanoose County Recorder's Office on December 3, 1970, the Appanoose County Treasurer conveyed to Appanoose County, Iowa, the following property described as: Com 30' S NE Cor SE SW Sec 15, Twp. 68, Rg. 16, W 130', S 222', E 130', N 222' to beg, Washington Twp, .65 acres Parcel #320273004270000 WHEREAS, R.E. Newcomer (a/k/a Ralph E. Newcomer, Jr.) purchased all rights, title, and interest of said property by virtue of said deed November 1, l971. THEREFORE, BE IT RESOLVED since the deed was not recorded at the time of purchase by R.E. Newcomer (a/k/a Ralph e. Newcomer, Jr.), but is noted in book 24, Page 23 of the Board of Supervisors meeting minutes that r.R. Newcomer (a/k/a Ralph E. Newcomer Jr.) purchased said property, the Board of Supervisors Chairman, Dean Kaster, is hereby appointed and authorized on behalf of Appanoose County, Iowa, to execute and acknowledge said quit claim deed and deliver the same to the purchaser, R.E. Newcomer (a/k/a ralph E.
