PUBLIC HEARING NOTICE FFY 2014 COMMUNITY DEVELOPMENT PROGRAM ENTITLEMENT, COMPETITIVE AND SECTION 108 FUNDING REVISIONS TO EXISTING PROGRAMS COUNTY OF CAMBRIA, PENNSYLVANIA In accordance with the Rules and Regulations Under Title I of the Housing and Community Development Act of 1974, as amended, and the Pennsylvania Community Development Block Grant (CDBG) Program regulations, the County of Cambria is conducting public hearings to obtain citizensÕ views and comments in developing applications for CDBG Program funds. The second and final round of public hearings are scheduled at the following times, dates and locations: NONENTITLEMENT COMMUNITIES: - Second Floor RACC Conference Room Cambria County Human Services Building 401 Candlelight Drive, Ebensburg November 14, 2014, at 10:00 A.M. ENTITLEMENT COMMUNITIES: -Adams Township Municipal Building 125 Mary Drive, Sidman November 10, 2014 at 10:00 A.M. -Cambria Township Municipal Building 184 Municipal Road, Revloc November 10, 2014, at 12:30 P.M. -Cresson Township Municipal Building 771 Portage Road, Cresson November 11, 2014, at 10:00 A.M. -Jackson Township Municipal Building 513 Pike Road, Mundys Corner November 13, 2014 at 8:30 A.M. The general public is advised that the County of Cambria, with assistance from the Redevelopment Authority of Cambria County, is preparing Applications for Financial Assistance in addressing community development needs and problems, with emphasis to activities and improvements which benefit low-to moderate-income residents. The amount of FFY 2014 CDBG Funds available for nonentitlement communities is approximately $294,697; the amount of FFY 2014 CDBG Funds available for the four entitlement communities is approximately $365,410. Proposals for projects and activities in both Entitlement and Nonentitlement Communities, for Competitive Projects, and for Section 108 Loan Guarantee-type Projects will be accepted at any of the scheduled public hearings. Revisions to existing CDBG Programs will be discussed, as applicable, for affected entitlement communities. Generally eligible activities may include the acquisition, construction, reconstruction or installation of public works, water and sanitary sewer facilities, and basic infrastructure; demolition and clearance of vacant dilapidated structures; housing rehabilitation; removal of architectural barriers to the elderly and handicapped; certain public service activities to include fair housing and Act 504 Compliance; comprehensive planning and feasibility studies. Every activity proposed must either significantly benefit low-and moderate-income persons or aid in the prevention and elimination of blight or meet other community development needs of a particular urgency. No less than 70 % of the CDBG funds will be used for activities which directly benefit low and moderate income persons. No activities will be undertaken that might result in the displacement of any residents. The Pennsylvania Department of Community and Economic Development requires a planning and application process which includes involvement and input from residents of the community. To this end, the County is conducting public hearings wherein general information will be provided concerning the amount of CDBG funds available, the range and scope of eligible activities, benefits to low-and moderate-income persons, a review of past program activities, the residential antidisplacement and relocation assistance plan, and other important information. The public is afforded the opportunity to express views and comments concerning the prior use and the proposed use of CDBG funds, through public testimony. This testimony may be given either orally or in writing at any of the scheduled public hearings. Written comments may also be forwarded to the Cambria County Redevelopment Authority.
