PUBLIC NOTICE Record of Decision Available for Cleanup of Site 1 at Allegany Ballistics Laboratory The U.S. Department of the Navy announces the availability of the Record of Decision (ROD) for Site 1 Soil (Operable Unit 4) located at Allegany Ballistics Laboratory, Rocket Center, West Virginia. The ROD documents the Navy’s cleanup plan for Site 1 Soil. OU-4, Site 1 Soil, is composed of surface and subsurface soil at Site 1. Based on current and historical site activities, the site has been divided in two geographical areas, the Active Burning Ground (ABG) and the Outside Active Burning Ground (OABG). The cleanup action selected for Site 1 Soils consist of: € Removal of surface debris in the OABG € Excavation and offsite disposal of contaminated soil within the ABG and OABG € Land use controls to be implemented to prevent unrestricted land use € Long-term management The ROD describes the basis for this decision. Because the remedy will result in buried debris and contaminants remaining onsite above levels that allow for unlimited use and unrestricted exposure, the Navy will review the effectiveness of this remedy and publish a report every five years. Prior to making this decision, the Navy held a public comment period on the proposed remedial action plan from March 25 to May 9, 2014, and hosted a public meeting on March 25, 2014. No public comments were received. The U.S. Environmental Protection Agency (EPA) and West Virginia Department of Environmental Protection (WVDEP) have reviewed and approved the ROD for Site 1 Soils. Final signature for the ROD was obtained on September 22 2014. The ROD for Site 1 Soil is available on the public website (see below). The Allegany Ballistics Laboratory Administrative Record contains all documents that the Navy and regulators used as the basis for this decision.
