PUBLIC NOTICE NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Publication: 3/8/2013 Responsible Entity: Crawford County Board of Commissioners Address: 903 Diamond Park, Meadville, PA 16335 Telephone: 814-333-7341 To All Interested Agencies, Groups, and Persons Request for Release of Funds On or about March 22, 2013 the Crawford County Board of Commissioners will submit a request to the Department of Community and Economic Development (DCED) for the release of Community Block Development Grant funds to undertake the project known as the Venango Borough Blight Remediation Project. This project will be allocated $30,000 from the FY2011 entitlement grant for assistance to demolish three blighted structures. Finding of No Significant Impact The Crawford County Board of Commissioners has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the environmental Review Record (EER) on file at Crawford County Planning Office, Third floor, Crawford County Courthouse, Meadville, PA 16335, and may be examined or copied weekdays from 8:30a.m. to 4:30 p.m. Public Comments Any individual, group, or agency may submit written comments on the ERR to the Crawford County Planning Office. All comments received by March 22, 2013 will be considered by the Board of Commissioners prior to authorizing submission of a request for release of funds. Release of Funds The Crawford County Board of Commissioners certifies to DCED that Francis F. Weiderspahn, Jr., in his capacity as Chairman of the Board of Commissioners consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfies. DCED’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows residents of Crawford County to use Program funds. Objections to Release of Funds DCED will accept objections to its release of funds and the Crawford County Board of Commissioners for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Grantee approved by the DCED; or (b) the Grantee has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by DCED; or (d) another Federal agency acting pursuant to 40CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part58) and shall be addressed to Department of Community and Economic Development, Center for Community Building, 400 North Street, 4th Floor Commonwealth Keystone Building, Harrisburg, PA 17120-0225.
