Commonwealth of Pennsylvania Department of Environmental Protection NOTICE OF INTENT TO ISSUE Air Quality Title V Operating Permit TVOP-56-00167 North American Hoganas Inc., Stony Creek Plant In accordance with 25 Pa. Code ¤¤ 127.424, 127.425 and 127.521, the Department of Environmental Protection (DEP) is providing notice that it intends to issue a Title V Operating Permit renewal to North American Hoganas Inc. (NAH) (111 Hoganas Way, Hollsopple, Pa 15935) for their Stony Creek Plant located in Quemahoning Township, Somerset County. NAH produces atomized iron powder, mixed iron, low alloy steel powders, and high alloy steel powders at the Stony Creek Plant. NAH melts scrap steel and additives using an Electric Arc Furnace (EAF). The melted metal is transferred to the Ladle Metallurgy Furnace (LMF) where additives are added if necessary until the correct composition is reached. NAH also operates a stainless steel atomization facility at the Stony Creek Plant. Scrap metal and raw materials are first melted in one of three induction furnaces. On occasion, the molten metal is then degassed by the vacuum degasser while still in the ladle. Molten metal is poured and atomized using high pressure water to form metal powders within the needed chemical specifications. The metal powder is then dried, screened, blended and packaged. The process at this facility also includes various heat treating furnaces, screening units, vacuum degasser, atomizers and rotary dryer. There are several baghouses to control particulate emissions. Facility-wide emissions reported for the 2013 calendar year were approximately 85.87 tons of CO, 33.61 tons of NOx, 27.58 tons of SOx, 25.93 tons of PM10, 2.39 tons of VOCs, 7.95 tons of Chromium, 6.22 tons of Chlorine, and less than one ton for all other air contaminants. Title V Permitting of this facility is necessary because the potential emission rates for CO are above major source thresholds. The emission restriction, testing, monitoring, recordkeeping, reporting and work practice conditions of the TVOP have been derived from the applicable requirements of 40 CFR 63, Subparts AAa, and PA Code Title 25, Article III, Chapters 121 through 145. Copies of the application, DEPÕs analysis and other documents used in the evaluation of the application are available for public review during normal business hours at the DepartmentÕs Southwest Regional Office, 400 Waterfront Drive, Pittsburgh, PA 15222. Appointments for scheduling a review must be made by calling 412-442-4000. Any person may submit comments, a request for the Department to hold a public hearing, or a protest to the operating permit or a proposed condition thereof, by filing such submissions in writing with the Department at the Southwest Regional Office. A 30-day comment period from the date of this publication will exist for the submission of comments. All requests for a public hearing, and all protests to a proposed action, shall be filed with the Department within 30 days of the date that notice of the proposed action was published under 25 Pa Code ¤127.521(b) (relating to public notice). A protest must include the following: The name, address and telephone number of the person filing the protest; Identification of the proposed permit issuance being opposed (Operating Permit TV- 56 -00167); and A concise statement of the objections to the permit issuance and the relevant facts upon which the objections are based. A public hearing may be held in accordance with 25 Pa Code ¤127.429, if the Department, in its discretion, decides that such a hearing is warranted based on the information received. If a public hearing is held, all persons who have properly filed a protest under 25 Pa Code ¤127.426 may appear and give testimony. The applicant, the protestant and other participants will be notified of the decision to hold a hearing (and the time, place and purpose of such hearing) by publication in the newspaper or by the Pennsylvania Bulletin, or by telephone, where the Department determines such notification by telephone is sufficient.
