PUBLIC NOTICE OF BLASTING OPERATIONS Notice is hereby given that Vindex Energy Corporation, 265 Glass Drive, Suite A, Mountain Lake Park, Maryland 21550, (301) 334-6497, intends to conduct blasting activities on Surface Mine Permit No. SM-01-439 located in District 17 of Allegheny County, Maryland near Frostburg, three miles south of Interstate 68. Blasting will be conducted during daylight hours from 9:00 a.m. to 1:00 p.m. and 1:30 p.m. to 5:00 p.m. for the period beginning February 14, 2015 and continuing through February 14, 2016. Public access to the area prior to blasting will be controlled by barricading the access road. Three minutes prior to blasting, three short horn blasts of five seconds duration with five seconds between each blast shall denote the pre-blast warning. The all clear signal shall consist of one 20 second sounding of the horn. As approved by the regulatory authority, blasting activities will not be conducted at times other than those announced without appropriate notification or in the event of an emergency situation where rain, lightening, other atmospheric conditions, operator or public safety dictate unscheduled detonation.
