PUBLIC NOTICE BID ADVERTISEMENT The Crawford County Commissioners, on behalf of the Crawford County Fair Board, are seeking proposals from qualified Bidders to provide Design/Build Services for the design and construction of a pole building (type of) structure to be completed at the Crawford County Fairgrounds. This project qualifies as an agricultural building project. The Fair Board will receive sealed bids for the “Crawford County Fair Draft Horse Barn Proposal” at the Commissioner’s Office, 903 Diamond Park, 1st Floor, Meadville, PA, 16335 until 10:00 AM {prevailing time} on Tuesday, April 9, 3013. At that time, the bids will be opened publicly and read aloud. A Base Bid will include the “pole type” building with an engineered truss type roof structure. Alternate Bid No. 1 will include the net Add/Deduct for building the roof with engineered rafters instead of trusses. Alternate Bid No. 2 will include the net Add for installing a bird screen over the overshot ridge ventilation gap and on the underside of the roof. Separate broken out costs for Alternate Bid No. 1 and Alternate Bid No. 2 are to be entered on the bid documents as provided. At a minimum, and as part of the overall proposal, each Bidder must provide drawings from a qualified and credentialed professional detailing: • Truss or rafter design, cross bracing and method of fastening roof to the building • Pole dimensions, depth and method of embedment • Header dimensions and method of attachment Bids shall be submitted in duplicate and mailed or delivered in a sealed opaque envelope clearly marked on the face of the envelope with the words “Crawford County Fair Draft Horse Barn Proposal”. If the bid is mailed the envelope containing the bid shall be enclosed in a separate envelope with the words ‘sealed bid enclosed with (the contract you will be bidding)’ endorsed on the face thereof. Each bid must be accompanied by a Bid Bond in the amount of ten percent (10%) of the amount of the bid in accordance with the bid documents made out to the Crawford County Commissioners. All Bidders must submit each bid with the understanding the County of Crawford will require a Performance Labor & Material Payment and Maintenance Bond as specified in the bid documents. The cost of the required bonds shall be included in the Base Bid amount. Note that a non-mandatory Pre-Bid site visit scheduled for March 19, 2013 at 10:00 AM {prevailing time} at the Crawford County Fairgrounds. Questions concerning bidding procedures, clarifications of information provided, or project scope and specifications should be submitted in writing and delivered by email to: twilson@wilson engineeringservices.com. RFIs and response to RFI’s will be posted on Wilson Engineering Services website at www.wilson engineeringservices.com under the link “Crawford County Fair Draft Horse Barn”. Deadline for submitting RFI’s is March 25, 2013 at 1:00PM. All responses will be posted by March 29, 2013 at 5:00PM. Plans and Specifications may be examined at the Commissioner’s Office by request of the Chief Clerk. Hard copies are available for a non-refundable amount of $25.00. The Crawford County Commissioners reserves the right to reject any or all bids and waive irregularities in the submitted bids.
