PUBLIC NOTICE NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Publication: December 28, 2016 Name of Responsible Entity: Crawford County Board of Commissioners Address: 903 Diamond Park, Meadville, PA 16335 Telephone Number: 814-333-7344 To All Interested Agencies, Groups and Persons: These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Crawford County Board of Commissioners. REQUEST FOR RELEASE OF FUNDS On or about January 16, 2017, the Crawford County Board of Commissioners will submit a request to the Department of Community and Economic Development (DCED) for the release of Emergency Solutions grant funds to undertake a project known as the South Main Place Rehabilitation Project. This project has been awarded $92,897 from the Emergency Solutions Grant Program (ESG), which is being administered by the Crawford County Board of Commissioners. ESG funds will be used to install siding, fascia, insulation, two porches, and five kitchens at the South Main Street Emergency Shelter in Meadville, Crawford County, PA. FINDING OF NO SIGNIFICANT IMPACT The Crawford County Board of Commissioners has determined that the project is considered categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements and will have no significant impact on the human environment. Therefore, and Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Crawford County Planning Office, 903 Diamond Park, Meadville, PA 16335, and may be examined or copied weekdays from 8:30 a.m. to 4:30p.m. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the South Main Place Rehabilitation Project ERR to the Crawford County Planning Office, 903 Diamond Park, Meadville, PA 16335. All comments received by January 16, 2017 will be considered by the Board of Commissioners prior to authorizing submission of a request for release of funds. Comments should specify which part of this notice they are addressing. ENVIRONMENTAL CERTIFICATION The Crawford County Board of Commissioners certifies to HUD/PA DCED that Zachary Pyle in his capacity as Assistant Planning Director, Community Development consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. PA HUD’s PA DCED’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Crawford County Board of Commissioners to use Program funds. OBJECTIONS TO RELEASE OF FUNDS DCED will accept objections to its release of fund and the Crawford County Board of Commissioners for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the DCED; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by DCED; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Department of Community and Economic Development, Center for Community Services, at 400 North Street, 4th Floor Commonwealth Keystone Building, Harrisburg, PA 17120-0225.
