Published in The Muskogee Phoenix January 11, 2017 ADVERTISEMENT FOR BIDS January 11, 2017 Sealed bids for RUNWAY 13-31 AND APRON REHABILITATION, to be constructed for CITY OF MUSKOGEE, Musko--gee, Oklahoma, will be received at the Office of the City Clerk and the Muskogee Municipal Building 229 West Okmulgee, Muskogee, OK 74401 until 2:00 PM local time, Thursday, February 2, 2017, at which time the bids shall be publicly opened and read aloud. Sealed bids submitted prior to the bid opening should be sent to the City Clerk, Muskogee Municipal Building, 229 West Okmulgee, Muskogee, OK 74401. An Optional Pre-Bid Conference will be held at 2:00 PM local time, Thursday, January 26, 2017 at the Davis Field Airport Terminal Building, 1201 Sabre Street, Muskogee, OK 74403. Pre-Bid Conference attendance is optional for bidders on this project, but is strongly recommended. Each bidder shall be limited to three personnel per organization. The project includes, but is not limited to, approximately 195,000 linear feet of crack repair, 130,000 square yards of emulsified asphalt seal coat, 65,000 square yards of emulsified asphalt slurry seal, 68,000 square feet of pavement marking removal, and 75,000 square feet of pavement marking installation, as shown on the plans and indicated in the specifications. Addendums to the bid package will be issued through the online Plan Holders List; therefore, all prime bidders shall be responsible for downloading the bid documents from the online plan room in order to be included in the Plan Holders List. Prime bidders should be registered on the Plan Holders List in order to submit a bid on the project. Proposals shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within ten (10) days after notice of award of Contract to him. Such bid guarantee shall be made payable to CITY OF MUSKOGEE. The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Oklahoma to act as surety, or other surety or sureties acceptable to the Owner. The City will not accept letters of credit in lieu of any bond required herein. Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded: 1. Buy American Preferences (Title 49 U.S.C. Chapter 501) 2. Foreign Trade Restrictions (49 CFR 30.17) 3. Davis Bacon Labor Provisions (29 CFR Parts 1, 3, and 5) 4. Requirement for Affirmative Action (41 CFR Part 60-4) 5. Debarment, Suspension, Ineligibility, and Voluntary Exclusion Requirements for Drug-free Workplace Mechanics and laborers on the project shall be paid not less than the minimum hourly rates set out in Prevailing Wage Determination Number OK160019. A copy of this form and the minimum hourly rates are bound in the contract documents. All bidders and proposers shall make good faith efforts, as defined by Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract a minimum of 4.5 percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). The City may request of any bidder, before his bid is considered for award, that he submit a statement of facts as to his previous experience in performing work of the same character and magnitude, as to his business and technical organization, and financial resources and plant available and to be use in per-forming the contem-plated work. Each bidder must have such information, together with a recent financial statement, available upon request. City of Muskogee reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of City of Muskogee, and to reject nonconforming, nonresponsive, or conditional bids.
