PUBLIC NOTICE Andrew M. Kosturick, 8565 State Highway 285, Conneaut Lake, PA 16316 proposes to conduct blasting in accordance and compliance with the Pennsylvania Non-Coal Surface Mining Conservation and Reclamation Act (52 P.S. Sections 3301-3326) and the state and federal laws stated therein at its surface sandstone mining operations located in East Fallowfield Township, Crawford County. The blasting operations will take place within the mine permit boundary of SMP#20080301 (Mullet Mine) which is located on lands owned by David L. and Verna E. Mullet The blasting activities may be conducted between the hours of sunrise to 8:00 a.m.; 8:00 a.m. to 12:00 Noon; 12:00 p.m. to 4:00 p.m.; 4:00 p.m. to sunset everyday except Sunday. To control access to the blasting area, access road barricades will be erected at least 15 minutes before detonation of any explosives. Audible warnings and all-clear signals will be used before and after blasting as follows: Warning signs will be placed at every entrance to the operation and a warning of three, ten (10) second signals will be blown five (5) minutes before detonation. A blast signal of short pulsating signals will be sounded one (1) minute before blasting. After blasting, one prolonged twenty (20) second signal will be blown as an all-clear signal. Possible emergency situations may prevent blasting at times announced in this blasting schedule. Rain, lightning, other atmospheric conditions or operator or public safety are considered emergency situations that may require unscheduled detonation. If this occurs, identical warning and precaution measures will be taken. 04/18/13
