PUBLIC NOTICE Notice is hereby given that the Board of Supervisors of West Mead Township, Crawford County, Pennsylvania, intend to consider and enact an Ordinance, of which this is a summary, to regulate the keeping of chickens and turkeys in the Township at its regular meeting to be held at 7:00 P.M. on Tuesday, June 11, 2013 at the West Mead Township building located at 1150 Morgan Village Road, West Mead Township. The title of the ordinance is: An Ordinance Regulating The Keeping of Domesticated Chickens and Turkeys, Providing for Administration and Enforcement, and Exemptions, and Prescribing Penalties for Violation. A summary follows: Section 1 - Title is West Mead Township Domesticated Chicken and Turkey Ordinance. Section 2 - Purpose is to reduce incidence of public nuisances and provide for proper keeping of these fowl. Section 3 - Definitions of terms used in Ordinance. Section 4 - prohibits keeping of chickens and turkeys on "residential property", as defined, except in the manner permitted under this Ordinance. Section 5 - Sets forth standards required for keeping chickens or turkeys including but not limited to housing requirements, setback requirements for housing and keeping areas, requirements for handling manure and waste, requirements for handling food storage and pest control, prohibiting sale of related goods, signage, and slaughter of chickens. Sections 6 & 7 - describes the areas where the regulations are applicable and makes exception for existing conditions. Section 8 - Administration by Zoning Officer. Sections 9, 10 and 11 - Provide requirements for Notices of Violations, Remedies for Violations, and Penalties for Violations which may include a civil penalty of up to $500.00 per day for each day a violation continues including recovery of legal fees. Section 12 - Repeals inconsistent Ordinances. Section 13 - Allows severance of sections found invalid. Section 14 - Makes the Ordinance effective 5 days after enactment.
