PUBLIC NOTICE PROPOSED COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FFY 2013 The Redevelopment Authority of the City of Meadville (RDA) will submit an application for Community Development Block Grant (CDBG) funds for Federal Fiscal Year (FFY) 2013 on behalf of the City of Meadville to the Pennsylvania Department of Community and Economic Development. The Citys allocation for FFY 2013 will be approximately $300,000 of which $210,000 (70% less administrative costs) must be used principally to benefit persons of low and moderate income. Sanctioned uses for funds include rehabilitation of deteriorated or underdeveloped properties, removal of architectural barriers, public improvements to arrest the physical and/or environmental decline, energy conservation projects, economic development, etc. within the City. The RDA will hold a public hearing to obtain citizens comments on the use of CDBG funds at 5:00 pm on June 27, 2013, at the Redevelopment Authority offices located at 894 Diamond Park, Meadville, PA 16335. The use is to carry out any of three broad national objectives, including benefit to low and moderate income families; aid in the prevention of elimination of slums and blight; or meet urgent needs that pose a serious threat to the health and welfare of the community where other resources are not available. Interested organizations and individuals will be given the opportunity to offer suggestions for the Citys Application for FFY 2013, the Three Year Community Development Plan and comments of the past use of CDBG funds by the City. The City does not anticipate including any activities that will result in displacement; however, any activities that could result in displacement will be addressed at the public hearing and displacement shall be minimized. Any low and moderate income housing units that may be demolished or converted must be replaced. The types and levels of assistance to be made available to persons displaced by CDBG funded activities even if no displacement is expected will be explained at this public hearing. If residents cannot attend the public hearing, they can comment by mail to the Redevelopment Authority of the City of Meadville, 894 Diamond Park, Suite 201, Meadville, PA 16335. Residents should clearly describe the proposed project, provide an estimate of costs and state why the project is important to the City. Requests should be received no later than July 8, 2013. The RDA will file the application for FFY 2013 CDBG funding after a second public hearing is held to provide detail on the proposed use of funds and a summary of its contents is published.
