PUBLIC NOTICE PROPOSED UNDERGROUND ELECTRICAL DUCT BANK INSIDE BICENTENNIAL PARK The Federal Highway Administration, the Pennsylvania Department of Transportation, and the County of Crawford announce that an underground electrical duct bank is proposed to be constructed inside Bicentennial Park, located in the City of Meadville, PA, so as to relocate or adjust a portion of Penelec’s existing 34.5 KV transmission line running along the eastern bank of French Creek as part of the ongoing Mead Avenue Bridge Replacement Project. Bicentennial Park, owned by the City of Meadville, is a 3-acre public park that is a Section 4(f) protected resource. The City of Meadville has reviewed the proposed construction plans and determined that the duct bank does not adversely impact the Park. Furthermore, the City has granted Penelec an easement for both the underground and aerial portions of the electric line which traverse the Park. Anyone with comments, suggestions or information on ways to avoid, minimize or mitigate any unforeseeable adverse impacts to the Park as a result of the proposed duct bank installation are encouraged to forward a letter to the Crawford County Board of Commissioners, Francis F. Weiderspahn, Jr., Chairman at the Crawford County Courthouse, 1st Floor, 903 Diamond Park, Meadville, PA 16335 by July 31, 2013. Any and all feedback that is received from the public will be evaluated to determine whether the information provided regarding the proposed work is deemed a viable avoidance measure that could be incorporated into the project to limit potential impacts to the Park. 06/24/13:07/06/13
