An illicit discharge is any discharge to the storm sewer system that is not composed entirely of storm water or discharge that is not allowed under a National Pollutant Discharge Elimination System (NPDES) permit. An illicit discharge may result from: 1. Illegal dumping 2. Improper disposing of hazardous waste 3. Direct connection from the sanitary sewer to the storm sewer 4.
