What is an Illicit Discharge?
An illicit discharge is any discharge to the storm sewer system that is not composed entirely of storm water or discharge that is not allowed under a National Pollutant Discharge Elimination System (NPDES) permit. An illicit discharge may result from:
1. Illegal dumping
2. Improper disposing of hazardous waste
3. Direct connection from the sanitary sewer to the storm sewer
4. Improper surface discharges to the storm sewer
