Greenup County Fiscal Court
is seeking proposals for program implementation services relating to a Community Development Block Grant Program for an economic development project. Minimum requirements include previous experience managing a public facilities Program. The Veterans of Foreign Wars exists as a service organization with a mission to serve and assist veterans, military personnel and local communities. As such, the efforts of Titusville VFW Post 5958 to honor veterans from all service periods and to encourage patriotic involvement include being a proud supporter of bringing the Vietnam Veterans Memorial Moving Wall to our area. When placing an ad in the Moving Wall project supporter book, our goal was to remind everyone about the immeasurable service and sacrifice made by all veterans-and in this case, specifically, the more than 58,000 whose names appear on the Wall, who made the ultimate sacrifice during the Vietnam War. The message we wanted to convey in the ad was simple: "Your Sacrifice, Our Freedom."
Unfortunately, one military piece of equipment used to portray a military field cross scene, was not the right choice. The weapon shown is not an official United States rifle. We regret that oversight; it was an innocent mistake made by the ad designer, an oversight not caught by our Post before printing. Post 5958 apologizes for this error.
We hope all our supporters and the general public continue to recognize our VFW Post for our ever strong patriotic involvement with veterans, our military troops and our community. Our Post members are vigilant about continuing to serve their nation by using the VFW mission and programs to benefit our entire community.

Early Notice and Public Review of a Proposed Activity in a Wetland
To: All interested Agencies Groups and Individuals
This is to give notice that Hunt County has determined that a portion of the following proposed action under TXCDBG Contract # 7218006 is located in a wetland, and Hunt County will be identifying and evaluating practicable alternatives to locating the action in the wetland and the potential impacts on the wetland from the proposed action, as required by Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.
The Hunt County, Shady Grove Special Utility District
(SUD) shall provide first-time water service to residents not currently located within an area under a Certificate of Convenience and Necessity (CCN).
The County will utilize funds to make the following improvements.
Water Improvements - Contractor in conjunction with the Shady Grove Special Utility District (SUD) shall utilize a combination of volunteer labor and contracted services to provide first-time water access to thirty-nine (39) households in the target area. Construction shall consist of the installation of approximately twenty-two thousand four hundred thirty linear feet (22,430 1. f.) of four-inch (4") PVC water line, three (3) post hydrants, valves, boring, and all associated appurtenances. Construction shall take occur on CR 4108, FM 2736, CR 4109, CR 4110 and Country Place Road.
Rehabilitation: Single-Unit Water Service: Contractor shall use volunteer labor to provide service connections to thirty-two (32) households. TXCDBG funds shall not be utilized to pay for cost of yard lines on properties that do not qualify as low to moderate income households. Construction shall occur on CR 4108, FM 236, CR 4109, CR 4110 and Country Place Road.
These activities shall benefit ninety-nine (99) persons of which ninety-nine (99) persons or one hundred percent (100%) are of low to moderate income.
Hunt County has determined approximately. 05 acres located in a riverine wetland. Hunt County has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: 1) All of the reasons why the action must take place in a wetland. The new waterline will provide health and safety benefits for the residents. 2) Alternatives considered and reasons for no-selection. Alternatives considered: Installing new water line outside the wetland; but the project would not be economically feasible due to households served. No action: the continued health and safety risks to residents who do not have a reliable source of potable water. 3) All mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial benefits.
There are three primary purposes for this notice. First, people who may be affected by activities in wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and wetlands, it must inform those who may be put at greater or continued risk.

PUBLIC NOTICE Notice is hereby given that Rosebud Mining Company doing business at 301 Market Street, Kittanning, PA 16201 has requested a Stage 2 bond release for the Mine 78 Surface site, Surface Mining Permit Number 56080104 which was originally issued on April 10, 2010. This release is being requested pursuant to the Surface Mining Conservation and Reclamation Act. The surface permit area includes 252.9 acres and is located on the properties of Rosebud Mining Company and Berwind Corporation in Adams Township, Cambria County and Paint Township Somerset County. The permit area is situated approximately 2 miles west of Windber, PA, north of State Route 1033. The Windber and Geistown Pa, US Geological Survey 7 ? topographic maps contains the area described. Bond release is being requested for $107,644 on 65.8 acres. Total bond currently being held is $162,459. The Stage 2 area has been topsoiled and revegetated in accordance with the approved permit.
