PUBLIC NOTICE Notice is hereby given that the Board of Supervisors of West Mead Township, Crawford County, Pennsylvania, will hold a public hearing at its regular meeting on Tuesday, September 10, 2013, beginning at 7:00 p.m. at the West Mead Township Building located at 1150 Morgan Village Road in West Mead Township to provide the public with information and to take public comment on an Ordinance to adopt new regulations for the Port Meadville Airport hazard area as part of the Zoning Ordinance for West Mead Township in accordance with requirements of the Pennsylvania Aviation Code. The Ordinance provides regulations to restrict certain land uses such as heights of buildings, and to reduce hazards to air traffic and the public within a small area of West Mead Township as designated by the Pennsylvania Bureau of Aviation around the Port Meadville Airport. Following the public hearing, the Board of Supervisors will consider and enact the Ordinance as summarized hereafter. The title of the Ordinance is An Ordinance to Amend the West Mead Township Zoning Ordinance to Add a New Article 12 to Establish an Airport District Overlay Zone and To Establish Regulations for Land Uses Within the Airport District. A summary follows: Section 1 adds a new Article 12 to the West Mead Township Zoning Ordinance entitled "Airport Hazard Zone Regulations", a summary of which follows. Section 1200 - Purpose is to reduce hazards to air traffic and the public within areas adjacent to the Meadville Airport in accord with requirements of the Pa. Aviation Code. Section 1201 - adopts Airport Hazard Map prepared by the Pa. Bureau of Aviation as overlay to the Township Zoning Map. Section 1202 - adds the hazard area regulations to other zoning district regulations in the same area. Section 1203 - provides applicable definitions. Section 1204 - identifies regulated zones shown on the map. Section 1205 - prohibits land uses in the designated airport hazard zone which obstruct or interfere with air safety. Section 1206 - establishes requirements for a zoning permit for development within the designated Hazard Area which include review and approval by the Pa. Bureau of Aviation. Section 1207 - establishes process for obtaining variances which includes securing FAA review. Section 1208 - restricts certain activities that may interfere with air navigation and the safety of air traffic. Section 1209 - permits continuance of existing structures and activities in the area. Section 1210 - allows adding permit conditions to protect air traffic. Sections 1211 &1212 provide for administration, enforcement and appeals in accord with existing zoning ordinance. Section 1213 - provides for application of most stringent regulations. Section 2 of the Ordinance repeals all inconsistent ordinances and regulations. Section 3 provides for severance of sections found invalid. Section 4 makes the Ordinance effective in 5 days. The full text of the Ordinance is available for inspection at the office of the newspaper in which this publication appears, at the Crawford County Planning Office within the Crawford County Courthouse located at Diamond Park in Meadville, and at the West Mead Township office located at 1150 Morgan Village Road in Meadville, Monday through Friday between 9:00 a.m. and 4:00 p.m. A copy may be obtained for a nominal cost as designated by the office from which it is obtained.
