PUBLIC NOTICE Notice is hereby given that the Board of Supervisors of Spring Township, Crawford County, Pennsylvania, intend to consider and enact two ordinances, of which this is a summary, one to repeal the 2004 Ordinance that provided for local administration of the state building code and one to require permits and reports for new real estate improvements, at its regular meeting to be held at 3:30 P.M. on Monday, Sept. 9, 2013 at the Spring Township building located at 23578 N. Center Road, Spring Township. The title of one ordinance is: AN ORDINANCE TO REPEAL ORDINANCE # 2004-1. This Ordinance repeals Ordinance #2004-01 under which the Township administered the state building code; Section 2 makes the PA Dep’t of L&I or inspection agencies responsible for enforcing the state building code. Section 3 approves Notice to the state of this change. The Ordinance is effective Oct. 15, 2013. The other ordinance is titled: REAL ESTATE IMPROVEMENT PERMIT & ASSESSMENT REPORTING ORDINANCE. Sections 1, 2, 3 & 4 title the Ordinance, set forth its purposes, identifies the authority for the Ordinance, and sets forth applicable definitions. Section 5 – Requires permits for any new Improvement to Real Estate as defined for purposes of meeting Assessment Law reporting requirements and coordinating other Township regulatory requirements. Section 6 provides exceptions to permit requirements. Section 7 & 8 provide for township administration and the application requirements. Section 9 & 10 set forth requirements for Permit Issuance including fees for permits. Section 11 permits inspections for compliance. Section 12 provides for reports to the Assessment Office. Sections 12, 13 & 14 provide means for enforcement of the ordinance which includes penalties for violations of up to $300 for each violation. Sections 16 & 17 repeal inconsistent ordinances and allow severance of sections found invalid. Section 18 Makes Ordinance effective 5 days after enactment. The full text of the ordinance is available for inspection at the Spring Township building during normal business hours - Monday, Wednesday and Friday mornings, and at the office of the newspaper in which this notice is published.
