PUBLIC NOTICE INVITATION TO BID The Housing Authority of the City of Meadville (the Authority) is seeking bids from qualified Contractors for the Carpet Replacement at Holland Towers PA 33-2. Bids may be delivered or mailed to the Housing Authority of the City of Meadville, 1120 Market Street, Meadville, PA 16335 until Monday, April 7, 2014 at 2:00 P.M., prevailing time, at which time they will be opened and read aloud thereafter. Any proposal received after 2:00 P.M. will be rejected. All interested parties may attend. The Bids shall be on a lump-sum basis. Segregated Bids will not be accepted. The Bids must be sealed and marked separately: HOUSING AUTHORITY OF THE CITY OF MEADVILLE CORRIDOR FLOORING REPLACEMENT AT HOLLAND TOWERS PA 33-2 (General) A complete set of Bid Documents may be obtained upon receipt of a check or money order in the amount of Seventy-Five Dollars ($75.00) payable to Canzian/Johnston & Associates LLC, 361 Main Street, New Kensington, PA 15068. An amount of Twenty-Five Dollars ($25.00) shall be refunded upon return of Bidding Documents, in good condition, within Thirty (30) days of Bid Opening. Free examinations of said documents are available at the office of Canzian/Johnston & Associates LLC and Pittsburgh Builders Exchange during normal business hours. The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds. All Contractors submitting bids will be required to comply with all applicable equal employment opportunity and Federal Wage Rates (Davis-Bacon) requirements for Federally Assisted Construction Contracts. The Contractors must insure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex and national origin. Attention is called to Executive Order 11246 CFR Part 604, 12086, 17010 and to the Section 3 clause and regulation set forth in the 24 CFR, Part 135, Executive Order 11625 (Minority Business Enterprise) and Executive Order 12138 (Women’s Business Enterprise). The Housing Authority of the City of Meadville itself shall not be required to pay the basic hourly rate or any fringe benefits comprising a prevailing wage rate determined under State Law to any of its own employees who may be engaged in the modernization of the project; and neither the basic hourly rate nor any fringe benefits comprising a prevailing wage rate determined under State Law shall be enforced against the Housing Authority or any of its Contractors or Subcontractors with respect to employees engaged in the modernization of the project. Nothing in this section shall affect the applicability of any wage rate established in a collective bargaining agreement with a Public Housing Authority or its Contractors or Subcontractors where such wage rate equal or exceed the applicable Federal wage rate nor does this section impose a ceiling wage rates a Public Housing Authority or its contractors or subcontractors may choose to pay independent of State Law. The provisions of this section shall be applicable to work performed under any prime contract entered into as a result of a solicitation of bids or proposals issued on or after October 6, 1988 and to any work performed by employees of a Public Housing Authority or after October 6, 1988. The Housing Authority of the City of Meadville reserves the right to reject any or all bids or to waive any informality in the bidding. No bids shall be withdrawn for a period of 60 days subsequent to the opening of the bids with the consent of the Housing Authority of the City of Meadville.
