PUBLIC NOTICE PUBLIC NOTICE FOR SOLICITATION OF CANDIDATE PROJECTS FOR 2014 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM NON-ENTITLEMENT MUNICIPALITIES WITHIN CRAWFORD COUNTY. As in previous years, it is the intent of the Crawford County Commissioners to submit an application to the Pennsylvania Department of Community and Economic Development (DCED) for Federal Community Development Block Grant (CDBG) funds. For Federal Fiscal Year 2014, Crawford County estimates that it will receive approximately $290,000. Proposed project activities must meet one or more of three objectives: benefit low and moderate-income persons; prevention or elimination of slums or blight; and/or alleviation of immediate threats to the health and safety of the community. Crawford County Commissions are required to and will commit not less than 70%, of the total funds to projects which principally benefit low-and moderate-income persons. In the past, the County Commissioners have prioritized the use of funds by municipal authorities or municipalities for public works, water and sewerage development/improvements and the funding of private water/ sewer laterals for homeowners. The funds may also go towards projects such as removal of architectural barriers, blight removal, and public services. In order to receive input and to solicit project activities from the local units of government, local authorities, and non-profits in Crawford County, a public meeting will be held on May 29, 2014, at 6:03PM, at the Lew Davies Community Building, 1034 Park Avenue, Meadville, PA. This meeting will provide information regarding the program, allow those with perspective projects to present their request to County Officials, enable input to the County's three-year plan, and provide time for comment on Crawford County's prior use of CDBG funds. Accommodations will be extended for those with disabilities attending the meeting. Prior to the meeting, please telephone the Planning Office at 814-333-7341 so that such accommodations may be made. During the weeks following this session, the County Commissioners will be accepting proposals from any municipality or authority for eligible projects. Projects will be evaluated based on need, impact, and timeliness. All proposals must be submitted to the Crawford County Planning Office no later than 4:30 Monday, June 16, 2014. Francis F.
