Ò PUBLIC NOTICEÓ ÒNOTICE DATEÓ: DECEMBER 12, 2016 IOWA DEPARTMENT OF NATURAL RESOURCES (IDNR) NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) The IDNR is proposing to approve an application for a NPDES permit for the facility described below: IDENTIFICATION OF DISCHARGER: Augustine&Sons Combined, Inc. 3057 190th Street Rose Hill, Iowa 52586 Discharge Location: SE 1/4 of the SW 1/4 of Section 16, T76N, R14W, Monroe Township, Mahaska County, Iowa Discharge whenever precipitation events cause an overflow would be to: Unnamed Creek The designated stream is: Unnamed Creek which is designated as presumed Class ÒA1, B (WW-1)Ó. Primary contact recreational use (Class ÒA1Ó). Waters in which recreational or other uses may result in prolonged and direct contact with the water, involving considerable risk of ingesting water in quantities sufficient to pose a health hazard. Such activities would include, but not be limited to, swimming, diving, water skiing, and water contact recreational canoeing. Also, warm water - Type 1 (Class ÒB (WW-1)Ó). Waters in which temperature, flow and other habitat characteristics are suitable to maintain warm water game fish populations along with a resident aquatic community that includes a variety of native nongame fish and invertebrate species. These waters generally include border rivers, large interior rivers, and the lower segments of medium-size tributary streams. Description of Discharge Area: The applicant currently operates an existing combined operation consisting of a beef cattle open feedlot and a swine confinement operation. The existing open feedlot currently has 1,470 head of beef cattle planning to add 260 head for a total maximum animal capacity of 1,730 head of beef cattle on a 3.85-acre open feedlot. One earthen settled open feedlot effluent basin (SOFEB) with a storage capacity of 3,737,479 gallons when measured at the Òmust pumpÓ level (3.20 feet of freeboard from top of the dike) originally designed under ÒSystem 1Ó, but now approved by the DNR to operate under ÒSystem 4Ó is serving a total drainage area of 12.27 acres. The operation also contains a small animal truck Wash facility. Currently the approved effluent generation from the animal truck wash is 8,000 gallons per month which is stored in the existing SOFEB. The confinement operation has a total maximum animal capacity of 3,000 head of swine (1,500 head of finishing swine each weighing more than 55 lbs. and 1,500 nursery swine) housed in two confinement buildings with beneath the floor deep concrete manure storage pits. State and Federal rules require that the operation have a NPDES permit and that there be no discharge except when precipitation events greater than the 25-year, 24-hour rainfall event (5.6 inches) causes an overflow of the production area, that is designed, constructed, operated and maintained to contain manure, open feedlot effluent, settled open feedlot effluent, settleable solids or process wastewater. Generated manure must be land applied according to your IDNR approved manure management plan (MMP) and/or nutrient management plan (NMP). Basis for Limitations in Permit: Federal Effluent Guidelines Anyone wishing to comment on, or object to, the proposed issuance of this permit must do so in writing, within forty-five (45) days of the notice date shown at the top of this public notice, to the Iowa Department of Natural Resources, 502 East 9th Street, Henry A. Wallace Building, Des Moines, Iowa 50319. All comments received may be considered in the final determination. If the response indicates significant interest, a public hearing may be held after due notice. If no objections are received within the forty-five (45) day period, the department will issue a final determination. Anyone desiring a public hearing should cite their specific reasons and a proposed list of topics to cover. Copies of this public notice, the proposed permit and other information are on file and available for public inspection Monday through Friday from 8:00 A.M. to 4:30 P.M. at the Department of Natural Resources address listed above.
