DECEMBER 5, 2016 THE MAHASKA C...

December 5, 2016 The Mahaska County Board of Supervisors met in regular session on the above date at 9:00 a.m. in the third floor conference room of the Mahaska County courthouse. Present were the following board members: Chairman Ð Henry VanWeelden; Vice chairman Ð Mike Vander Molen and Member Ð Mark Doland. Also present were Jeff Forward, Osky Herald; Ken Allsup, Osky News; Eduardo Zamarripa, Jason Madison, CRI; David Shanahan, Mahaska County Engineer; Dave Sedivec, Conservation Director; Darin Hite, IT; Mark Groenendyk; Steve Wanders; Peggy Wright; Linda Fox; Steve Dixon; Curt Jager; Mike Rodwell; Ed Goemaat; Reid Stevens and Susan Brown, Mahaska County Auditor. This meeting was filmed by Communications Research Institute of William Penn University. Chairman VanWeelden opened the meeting at 9:00 a.m. with a moment of silence. It was moved by Doland seconded by Vander Molen to approve the agenda for todayÕs meeting. All present voted aye. Motion carried. It was moved by Vander Molen seconded by Doland to approve minutes of November 15 meeting. All present voted aye. Motion carried. It was moved by Vander Molen seconded by Doland to approve bills for November in the amount of $475,742.87. All present voted aye. Motion carried. It was moved by Vander Molen seconded by Doland to make the following two changes to sheriff department payroll. Mary Ann Grife will be removed as of November 25, 2106. Carmen Lewis will be added as a part time jailer effective December 6, 2016 with a starting wage of $11.00/hr. All present voted aye. Motion carried. It was moved by Vander Molen seconded by Doland to approve 5,202 homestead tax credit claims (including 25 disabled veterans homestead claims) and 959 military claims for tax credit along with 5,276 family farm applications (not including one disallowance as recommended by assessor) and 11,353 agricultural land applications for fiscal year taxes payable 2017-2018. All present voted aye. Motion carried. Supervisor Doland reported that the contract with MHP for the Jail Alternatives Program needed revisions and has not been received yet. Program is funded 100% by the mental health region and would provide psychiatric care and group therapy for jail inmates. Darin Hite presented information from five phone system demonstrations that were done recently with the IT Steering Committee. The committee recommends the county use SCI as the vendor for updating the phone system. It was moved by Doland seconded by Vander Molen to approve SCI as phone vender. All present voted aye. Motion carried. It was moved by Vander Molen seconded by Doland to deny the option to purchase from Iowa DOT 1.16 acres of property along Hwy 163 near Benn Shinn. All present voted aye. Motion carried. Public comments: None It was moved by Doland seconded by Vander Molen to adjourn. All present voted aye. Motion carried. The board conducted a work session following the meeting with members of the Secondary Road Dept and Conservation Dept. Discussion centered around specific road projects to fund with LOST revenue and the possibility of issuing bonds. Conservation Board discussed how their portion of the LOST revenue would possibly be included in the bonding. Attest: Susan L.
