City of Anderson - Request for Proposal BEP Asbestos Abatement Services Notice is hereby given that the Building Commissioner, City of Anderson, 120 East 8th Street, Anderson, IN 46016 herein referred to as the City will receive sealed proposals for the Blight Elimination Program: Asbestos Abatement Services of the Residential Structures listed below. All vendors must be properly insured to perform inspection work in Anderson, Indiana. All vendors are required to possess current asbestos contractor, supervisor and worker licenses issued by the Indiana Department of Environmental Management (IDEM). Sealed proposals are invited and may be delivered or forwarded by registered mail, to the Board of Public Safety, Building Commissioner's Office, and Blight Elimination Program-Asbestos Abatement Services RFP, 120 East 8th Street, Room 112, Anderson, IN 46016. Proposals should be received by no later than 12:00 pm on Monday, AUGUST 27, 2018. Proposals received after such hour will be rejected. Proposals received prior to this time shall be opened and publicly read on the stated day during the regular meeting of the Board of Public Safety at 4:00 PM in the City Council Chambers of City Hall. The City reserves the right to reject any or all proposals, to accept any proposals or make such combination of proposals as may seem desirable, and to waive any and all informalities in the interest of the City after all proposals has been examined and canvassed. The City may make such investigations as deemed necessary to determine the ability of the Respondent to perform the work and the Respondent shall furnish to the City all such information and data for this purpose as the City may request. The City reserves the right to reject any proposal if the evidence submitted by, or investigation of, such Respondent fails to satisfy the City that such Respondent is properly qualified to carry out the obligations of the Contract and to complete the work contemplated therein. NOTICE OF HEARING ON PROPOSED LEASE BAUGO COMMUNITY SCHOOLS You are hereby notified that a public hearing will be held before the Board of School Trustees on September 24, 2018 at the hour of 7:00 p.m. (Local Time) at 29125 County Road 22 West, Elkhart, Indiana, upon, a proposed Lease to be entered into between Baugo School Building Corporation (the "Building Corporation"), as lessor, and Baugo Community Schools (the School Corporation"), as lessee. The proposed Lease upon which hearing will be held is for a term of twelve (12) years, commencing with the acquisition of title to the building to be renovated by the Building Corporation. The Lease provides for rental during renovation in an amount up to $1,320,000 per payment payable on June 30 and December 31, beginning on June 30, 2019 until completion of construction. Thereafter, the Lease provides for an annual rental of $2,640,000, payable on June 30 and December 31 of each year during the term of the Lease, commencing with the completion of the building or June 30, 2021, whichever is later. As additional rental, the School Corporation shall maintain insurance on the building as required in the lease, shall pay all taxes and assessments against such property, as well as the cost of alterations and repairs, and shall pay rebate amounts to the United States Treasury. After the sale by the Building Corporation of its first mortgage bonds to pay for the cost of the building, including the acquisition of the sites thereof and other expenses incidental thereto, the annual rental shall be reduced to an amount equal to the multiple of $1,000 next higher than the sum of principal and interest due on such bonds in each twelve-month period ending on January 15 plus $5,000, payable in equal semiannual installments. The Lease gives an option to the School Corporation to purchase the property on any rental payment date. The building to be renovated will be a portion of Jimtown High School in the School Corporation located at 59021 County Road 3 South, Elkhart, Indiana. The plans and specifications, including the estimates for the cost of said renovation as well as a copy of the proposed Lease, are available for inspection by the public on all business days, during business hours, at the Administration Building of the School Corporation, 29125 County Road 22 West, Elkhart, Indiana. At such hearing all persons interested shall have a right to be heard upon the necessity for the execution of such lease, and upon whether the lease rental provided for therein to be paid to the Building Corporation is a fair and reasonable rental for the proposed building. Such hearing may be adjourned to a later date or dates, and following such hearing the Board of School Trustees may either authorize the execution of such Lease as originally agreed upon or may make modifications therein as may be agreed upon with the Building Corporation. NOTICE TO TAXPAYERS OF ADDITIONAL APPROPRIATION Notice is hereby given to the taxpayers of the Baugo Community Schools (the "School Corporation") that the Board of School Trustees (the "Board") of the School Corporation will meet at 29125 County Road 22 West, Elkhart, Indiana, at the hour of 7:00 p.m. (Local Time) on September 24, 2018, to consider the following additional appropriation which the Board considers necessary to meet the need existing at this time: An appropriation in the amount of $5,000,000 on account of the renovation of and improvements to Jimtown High School, Jimtown Junior High School, Jimtown Intermediate School and Jimtown Elementary School, including site improvements and the purchase of equipment and technology (the "Project"), including the incidental expenses necessary to be incurred in connection with the Project.
