OSKALOOSA CITY COUNCIL REGULAR MEETING September 4, 2018 The Oskaloosa City Council met in regular session on Tuesday, September 4, 2018, at 6:00 p.m. with Mayor Krutzfeldt presiding and the following members answering roll call: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates. Absent: None. Jim Walker, 301 North L Street, addressed city council regarding the B Avenue West Project. Lee Alexander, 2788 Rutledge, addressed city council regarding the site plan for the Alexander laundromat project. Kyle Brown, 950 9th Avenue West, addressed city council regarding the sale of city-owned property located at 207 North G Street. It was moved by Caligiuri, seconded by Moore to approve the consent agenda: August 20, 2018 City Council Regular Meeting Minutes September 4, 2018 Agenda Receive and file the May 30, 2018 Civil Service Commission Minutes Payment of claims for August 2018. Approval of an ownership update due to a change in ownership for a Class E Liquor License for Fareway Stores, Inc., dba Fareway Stores, Inc. #625, 311 3rd Avenue West. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said motion approved. Caligiuri introduced Resolution No. 18-09-150 entitled ÒRESOLUTION APPROVING THE OFFICIAL 2018 FISCAL YEAR STREET FINANCE REPORTÓ and moved its approval. Moore seconded the motion. Caligiuri introduced Resolution No. 18-09-151 entitled ÒRESOLUTION APPROVING A CONTRACT FOR WEBSITE DESIGN SERVICES BETWEEN THE CITY OF OSKALOOSA, IOWA AND CIVICPLUSÓ and moved its approval. Moore seconded the motion. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said resolution duly adopted. Caligiuri introduced Resolution No. 18-09-152 entitled ÒRESOLUTION APPROVING THE ADMINISTRATIVE PLAN FOR THE DOWNTOWN FAADE IMPROVEMENT PROJECT CDBG CONTRACT #18-DTR-003Ó and moved its approval. Moore seconded the motion. Caligiuri introduced Resolution No. 18-09-153 entitled ÒRESOLUTION SETTING A PUBLIC HEARING DATE FOR THE VACATION AND SALE OF THE NORTH-SOUTH ALLEY ADJACENT TO 1210 A AVENUE EASTÓ and moved its approval. Moore seconded the motion. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said resolution duly adopted. Caligiuri introduced Resolution No. 18-09-154 entitled ÒRESOLUTION SETTING A PUBLIC HEARING ON THE PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE B AVENUE WEST PAVING PROJECTÓ and moved its approval. Moore seconded the motion. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said resolution duly adopted. It was moved by Caligiuri, seconded by Moore to approve Pay Application No. 5 in the amount of $163,600.78 to DeLong Construction, Inc. for work completed on the Lacey Recreation Complex Roadway Improvement Project. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said motion approved. It was moved by Caligiuri, seconded by Moore to approve Pay Application No. 3 in the amount of $645,146.00 to Dave Schmitt Construction Co., Inc. for work completed on the D Street Reconstruction Project with $500,693.13 to be paid by the City of Oskaloosa and $144,452.87 by the Oskaloosa Municipal Water Department. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said motion approved. The Mayor announced there were vacancies on the Board of Adjustment, Building Code Board of Appeals, Historic Preservation Commission, Municipal Housing Agency and Planning and Zoning Commission. Eric Holt, Genus Landscape Architects, gave a presentation regarding the plans for expanding the LibraryÕs Reading Garden. Yates introduced Resolution No. 18-09-155 entitled ÒRESOLUTION APPROVING A REPORT FOR WASTEWATER FACILITY PLAN SHORT-TERM IMPROVEMENTSÓ and moved its approval. Caligiuri seconded the motion. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said resolution duly adopted. Moore introduced Resolution No. 18-09-156 entitled ÒRESOLUTION ACCEPTING THE WORK OF CHRISTNER CONTRACTING INC. FOR THE OSKALOOSA FAADE IMPROVEMENT PROJECT AND APPROVING PAYMENT OF THE FINAL PAY REQUEST AND RETAINAGEÓ and moved its approval. Ottosson seconded the motion. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said resolution duly adopted. Wyndell Campbell addressed City Council regarding the sale of city-owned property located at 207 North G Street. Burnett introduced Resolution No. 18-09-157 entitled ÒRESOLUTION SETTING A DATE FOR A PUBLIC HEARING FOR THE SALE OF CITY-OWNED PROPERTYÓ with the public hearing date changed to October 1, 2018, and moved its approval. Yates seconded the motion. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said resolution duly adopted. Ottosson introduced Resolution No. 18-09-158 entitled ÒRESOLUTION FIXING DATE FOR A PUBLIC HEARING ON THE PROPOSAL TO ENTER INTO A DEVELOPMENT AGREEMENT WITH ROBERT BURRELL AND AMBER BURRELL, AND PROVIDING FOR PUBLICATION OF NOTICE THEREOFÓ and moved its approval. Moore seconded the motion. The roll was called and the vote was: AYES: Burnett, Caligiuri, Drost, Moore, Ottosson, Walling and Yates NAYS: None Whereupon the Mayor declared said resolution duly adopted. City Council discussed building design standards for commercial and residential development along the cityÕs main corridors. It was moved by Caligiuri, seconded by Moore that the meeting adjourn.
