Hamerlinck, Chairperson RESOLUTION #2018-234 WHEREAS, the City of Clinton, Iowa, Police Department and the Clinton County, Iowa, Sheriff’s Office are eligible for a direct award of $24,894.00, to be shared from the 2018 Justice Assistance Grant (JAG) Program, and WHEREAS, the provision of said grant totaling $24,894.00 require an agreement between the City Council of the City of Clinton, Iowa and the Board of Supervisors of the County of Clinton, Iowa in the distribution of said grant funds, if approved, and WHEREAS, the Clinton County Sheriff recommends said agreement to be approved to allow said JAG application submission process to proceed, therefore THEREFORE BE IT RESOLVED by the Clinton County Board of Supervisors that the Clinton County Sheriff is hereby authorized the signing of the Interlocal Agreement for the purpose of JAG application submission, between the City of Clinton, Iowa and the County of Clinton, Iowa regarding the Recovery Act: Justice Assistance Grant (JAG) Program Award. Hamerlinck, Chairperson RESOLUTION #2018-237 WHEREAS Clinton County is required to follow the rules of the Health Insurance Portability and Accountability Act of 1996 (HIPAA); and WHEREAS, the Clinton County Board of Supervisors wish to continue to adhere to the regulations set forth within HIPAA and to avoid penalties that accompany HIPAA violations; and WHEREAS, Carosh Compliance Solutions has completed its second year obligations in relation to HIPAA compliance; now THEREFORE BE IT RESOLVED by the Clinton County Board of Supervisors that the Clinton County Board Chairperson is hereby authorized to sign a one-year renewal contract with Carosh Compliance Solutions to provide HIPAA compliance services. Hamerlinck, Chairperson RESOLUTIONS The following resolution was presented and on motion approved: RESOLUTION #2018-238 WHEREAS, The Clinton County Secondary Roads Five Year Construction Program includes fog sealing of the hot mix asphalt pavement on Z50/E44 (from Z40 to Andover), Project No. FM-C023 (110)—55-23, and WHEREAS, Construction of said project FM-C023(110)--55-23 has been completed by the Contractor and the work has been approved and accepted by the County Engineer. THEREFORE BE IT RESOLVED that the Board of Supervisors of Clinton County, Iowa, shall approve the final payment to said Contractor, and BE IT FURTHER RESOLVED that the Chairperson of the Board of Supervisors be authorized to execute said agreement on behalf of Clinton County, Iowa. Hamerlinck, Chairperson UNFINISHED BUSINESS GENERAL PUBLIC DEPARTMENT HEADS, ELECTED OFFICIALS AND EMPLOYEES County Facilities Director Corey Johnson reported his crew will be in on Saturday to work on the Administration Building. He said the building will be power washed and a few other items will be taken care of. DISCUSSION WITH POSSIBLE ACTION City of Welton water system improvements: Chairperson Hamerlinck reported he, County Auditor Eric Van Lancker and Welton Mayor Glen Boswell had an initial discussion on a proposal. Van Lancker reviewed the proposal that includes the County paying for the engineering of the improved system in the amount of about $20,000. He said the City would then have to seek a bank loan of $30,000 for the actual work. Van Lancker said this plan would also allow the City to build up a reserve for the water system. Boswell confirmed there is no reserve. Boswell is concerned about the City having a lot of loans out at once as there is other work the City will be considering. Srp would like to explore extending the “loan” and have the City repay the portion of the loan to the County. Clinton County Area Solid Waste Agency proposed 28E agreement: Hamerlinck said some cities have started having formal discussions about the agreement. Hamerlinck said this is a positive discussion to improve the solid waste agency. However, the Supervisors need to know how it will affect the County general levy fund. Hamerlinck will ask the County Attorney to create a resolution to accept the 28E agreement. County Mental Health Department Case Monitor position: County Mental Health Director Becky Eskildsen said she is looking at moving the Secretary III position up to 40 hours from 32 and have the Case Monitor position be set at 32 hours by removing some job responsibilities. She isn’t sure how reducing it to 32 hours will affect applicants. Srp asked if the region organization will affect the position. Eskildsen said she wasn’t sure at this time. 9:41 A.M. Property Purchase – Closed session in accordance with Code of Iowa Section 21.5(j) MOTION by Supervisor Determann to enter into a closed session in accordance with the Code of Iowa Section 21.5(j) to discuss a property purchase. Superintendent Parker indicated that discussions pertaining to the SRO had begun with City Administrator, Andrew Kida. The City Council is looking at 28e agreement options. Once they are complete, those options will be shared with the Board of Education. Superintendent Parker shared that the current count of kindergarten students is at 81, with 13 of those students projected to participate in the TK program. The average class size should be an average of 22/23 students per class. Superintendent Parker stated that there is support to look into grants to help fund the replacement of the baseball and softball lighting. Superintendent Parker requested the Board’s input for him to work with Ament to pursue a bond referendum regarding the Athletic/Activity facilities. The Board supported this action. Superintendent Parker informed the Board that the district would be participating in Run, Hide, Fight Training on August 22nd and invited them to participate. Superintendent Parker also informed the Board that he had been involved in initial conversations with representatives from the Clinton School District revolving around the topic of potentially partnering on an alternative school setting for students who would benefit from such a situation. Superintendent Parker reminded the Board of the IASB’s State Convention scheduled from November 14th through the 16th. Business Director Aude informed the Board that 311 students were registered on-line this year which is a third of the student population. The on-line registration was open from August 1st to the 13th. The desire of the District is to offer on-line registration again next year but for a greater length of time. Business Director Aude informed the Board that the results from the telecommunication audit was that there is no adjustment needed for savings which means the District has done a nice job of monitoring those services. Business Director Aude also informed the Board that the Auditors were in last week with exactly 11 days left in the two month run-out period to GAAP financial activities for the FY18 back into that fiscal year. Principals Dohse, Shaffer and Lane presented information about their perspective buildings to the Board. On roll call – all ayes. A discussion about golf carts was led by Mayor Pro Tem Varner. He stated that he does not agree with recreational use of golf carts in the City. Metzger said she asked for this to be put on the agenda. She loves the idea of golf carts for medical reasons. She spoke with Chief Reid and wants to move forward with recreational use on approved routes. Kida previously provided information to the Council on what could be done. He recommends established routes and more stringent safety features on the vehicles. He is looking for direction on what Council wants him to present. Weller agrees with more safety features and designated routes and is willing to look at recreational use. Brightman wants a plan with how to enforce rules before he commits. Kida shared that Mayor Willis is not in favor of golf carts at all. Campie asked about the carts on the road now. Discussion about restricted streets took place. Kida will work with Chief Reid to draft a plan. Schutte said we need to consider the enforcement aspect such as complicated routes, permits, grandfathered status, etc. The Council agreed table the topic for Kida to develop something for next meeting. Kida led a discussion about the School Resource Officer. He talked with City Administrator Boonstra; in Fulton the school district pays 75% of the cost of the SRO. He provided Council with five 28E agreements from cities in Iowa. He recommends a 50-50 cost share with the schools for the entire year and likes the 5-year agreements. Campie would like to see overtime for school functions paid for by the school. Weller and Varner like the 5-year agreements. Kida said he would work with Superintendent Parker and Chief Reid to piece together an agreement to present to Council. The Park and Recreation Commission recently approved an ADA Transition Plan. Kida said Linda Putman did a great inventory of the parks. Kida said they used Ankeny’s plan as a guide. Projects that can be done within the current budget include striping of parking spaces and repairs. Projects not currently budgeted could be considered by the Commission but they would need to request an addition to their budget from the Council. The REAP Grant application was submitted for making the bathrooms at Platt Park handicap accessible. Kida said the ADA Transition Plan is a stepping stone for the Parks Master Plan. Council complimented them on the Plan. Moved by Weller, second by Campie to approve the Park and Recreation Commission ADA Transition Plan. On roll call – all ayes. Kida read the first item which deals with Boards and Commissions, how people are appointed, how Boards and Commissions are created, how to remove a member from a Board or Commission and gender balance. When the code is adopted, it will contain all the changes. Mayor Pro Tem Varner read a Resolution setting a date and time for a public hearing for the proposed purchase of land from Iowa Illinois Gas & Electric n/k/a Mid-American Energy Company adjacent to the Public Works salt shed at 409 9th Avenue. Kida has been working with Mid-merican and said the proposed cost of the 25’ strip of land is $2,000 and we will not need a real estate assessment. The public hearing will be at 6:00 p.m. on September 4, 2018 in the City Council chambers at City Hall. He had to change to scope of the Platt Park bathroom remodel because the DNR only allows $75,000 for a community our size. Mayor Pro Tem Varner said Mayor Willis apologized for not being able to be here tonight. He also reminded everyone about the Dodgeball Tournament and drug use program at DeWitt Hight School on August 26th. He said he will have the 28E agreement for the landfill at the next meeting. It is 17 pages long and is very good. Metzger wants Kida to discuss crossing guards with Tom Parker. She also stated the Food Pantry is looking sad and issued a challenge for each person to provide one meal. She asked Larry Detterman, who was in attendance at the meeting, about Garner Hall. He stated that Seeser was able to successfully remove the façade and the building will be taken down on Thursday. She congratulated Park Vista and said it is a great thing for our community. She brought up the dog park. She is sad to see Susie resign and took it personal. She would like to either move forward with the dog park or not. She asked everyone for their thoughts. After a lengthy discussion it was decided for the next agenda to include a vote on the dog park with a location to be determined. Schneider said the annual financial audit is in progress this week and going well so far. Hilgendorf said the bike stations would be installed on Friday in Triangle and Platt parks. Schutte said the door to door drive for MDA will be on August 29th starting at 5:30. Judy Dell complimented Hilgendorf and Kida on the Street Plan and complimented Linda Putman and Kida on the ADA Transition Plan. Donna Current said that Camanche history is important and thanked Detterman for saving the façade. PUBLIC NOTICE MEADVILLE AREA WATER AUTHORITY 2019 WATER SYSTEM IMPROVEMENT PROJECT PUBLIC NOTICE The Meadville Area Water Authority (MAWA) owns and operates a public water system serving the City of Meadville and West Mead, Vernon, and Woodcock Townships located in Crawford County, in northwestern Pennsylvania. MAWA also provides bulk water to the Vernon Township Water Authority. MAWA’s water system consists of seven groundwater wells, treatment plant, pump station, four finished water storage tanks and a distribution system. MAWA is pursuing PENNVEST funding for this project. This process requires the MAWA to notify and allow the general public to comment on the project. MAWA proposes waterline and valve replacements to upgrade aged and unreliable waterlines in the City of Meadville. The preliminary estimated project costs are $3,000,000. It is anticipated that the user fees will increase based on this project. This notice begins the 30-day comment period to allow the general public to review and comment on the proposed project.
