has tentatively adopted a millage rate of 12.40 which requires a public hearing due to the fact that it is 1.62 % over the rollback. All concerned citizens are invited to the three required
public hearings on the taxes to be held at Pavo City Hall on September 10, 2018

What is Lowndes County doing about Illicit Discharge Detection and Elimination (IDDE)?
In May 2006, Lowndes County adopted an ordinance to establish an IDDE program that includes a provision for assessing civil penalties on violators. Stormwater Program personnel investigate any illicit connections and improper disposals into the County’s stormwater system. Such investigations include someone dumping paint or yard debris into a storm drain or creek, or a spill of a hazardous material that enters the stormwater system.

DEPARTMENT OF AGRICULTURE Rural Development Town of Summitville: Notice of Finding of No Significant Impact AGENCY: Rural Utilities Services (RUS), USDA ACTION: Notice of Finding of No Significant Impact. SUMMARY: The Rural Utilities Services (RUS) has made a Finding of No Significant Impact (FONSI) with respect to a request for possible financing assistance to Town of Summitville for the construction of the Waste water improvement project in Madison County, Indiana. FURTHER INFORMATION: To obtain copies of the EA and FONSI, or for further information, contact: Michael Cunningham, Community Program Specialist, at 765-216-4065. The EA and FONSI are also available for public review at the Town of Summitville, Town Hall building, 109 S. Main Street, Summitville, Indiana 46070. SUPPLEMENTARY INFORMATION: The overall purpose of the Project is to make corrective action to meet requirements of the Agreed Order and the Long-Term Control Plan (LTCP) submitted to the Indiana Department of Environmental Management (IDEM). The IDEM Agreed Order requires the Town to eliminate all overflows except for those greater than a 10-year, 1-hour storm event at Lift Station No. 1, CSO 003. The actions will eliminate CSO 004 and reduce flows to CSO 003 to meet the required level of control. Alternatives considered by RUS and the Town of Summitville included: No action; complete sanitary sewer separation on the east side of town with the installation of a vacuum sewer system, the elimination of Lift Station No. 2 and CSO 004, Lift Station 1 replacement, and effluent disinfection, baffles, and multi-level effluent draw-off and mixing installation at the existing wastewater lagoon facility to meet E. coli limits and improve effluent quality. The RUS has reviewed and approved the EA for the proposed project. The availability of the EA for public review was announced via notice in the following newspaper: Herald Bulletin, Anderson, Indiana on August 4th, 5th and 6th, 2018. A 14-day comment period was announced in the newspaper notice. The EA was also available for public review at the USDA Rural Development office and website as well as the Town of Summitville municipal building. No comments were received by RUS or the Town of Summitville. Based on its EA, commitments made by the Town of Summitville, and no public comments received, RUS has concluded that the project would have no significant impact (or no impacts) to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety. The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed project is not likely to affect federally listed threatened and endangered species or designated critical habitat thereof. The proposed project would not disproportionately affect minority and/or low-income populations. No other potential significant impacts resulting from the proposed project have been identified. Therefore, RUS has determined that this FONSI fulfills its obligations under the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR 1500-1508), and USDA Rural Development's Environmental Policies and Procedures (7 CFR Part 1970) for its action related to the project. RUS is satisfied that the environmental impacts of the proposed project have been adequately addressed. PUBLIC NOTICE Notice is hereby given that the City Council of the City of Meadville, Pennsylvania, at a meeting held on August 15, 2018, adopted an Ordinance titled and read as follows: BILL NO. 4 OF 2018 ORDINANCE NO. ___ OF 2018 CITY OF MEADVILLE CRAWFORD COUNTY, PENNSYLVANIA AN ORDINANCE OF THE CITY OF MEADVILLE, CRAWFORD COUNTY, PENNSYLVANIA, AMENDING ARTICLE 161 OF THE MEADVILLE MUNICIPAL PENSION CODE (FIREMEN’S PENSION FUND) TO ADD DEFINED CONTRIBUTION FEATURES FOR FIREFIGHTERS HIRED AFTER NOVEMBER 27, 2017 WHEREAS, the City maintains the Firemen’s Pension Fund (the “Plan”) and retains the power to amend such Plan. WHEREAS, pursuant to an arbitration award dated January 17, 2018 between the City of Meadville and the International Association of Fire Fighters Local 515 that firefighters hired after November 27, 2017 participate in a defined contribution retirement arrangement and not in the defined benefit features of the Plan; and WHEREAS, the City wishes to reflect the defined contribution provisions in its codified pension ordinances. Section 161.28 is added to the Plan which reads as follows: 163.28 Defined contributions provisions DEFINED CONTRIBUTION PLAN (A) Eligibility for Participation in Defined Contribution (DC) Features. In general, this section applies only to fire employees (including those collectively bargained) hired after November 27, 2017 on the first day of employment; provided, that all prerequisites to participation under the Plan have been fulfilled, including, but not limited to, completion of any probationary status and grant of regular full-time (at least 35 hours per week) employee status and after any completion of any forms required by the plan administrator. Such persons shall be referred to as participants. Any employee who participates (or is eligible to participate) in the defined contribution provisions of this section shall not be eligible to participate in the defined benefit features of this article for the same period of service. (B) The Defined Contribution Provisions contained in Section 19 of Article 165 of the City Ordinances (Paragraphs B through Q) are incorporated herein and made a part hereof such that firefighter full-time new hires after November 27, 2017 participate in the defined contribution provisions and not in the defined benefit features of Article 161. All mandatory employee contributions made after November 27, 2017 by such employees continue to be “picked up” by the employer in lieu of contributions by the employees as set forth in Subsection 19(c)(2) of Article 165.19 of the City Ordinances.
